DESCHUTES COUNTY PLANNING COMMISSION
DESCHUTES SERVICES CENTER
1300 NW WALL STREET, BEND, OREGON, 97701
FEBRUARY 28, 2013 — 5:30 P.M.
I. CALL TO ORDER
Meeting was called to order at 5:30 p.m. by Chair Bill Rainey. Members present were Vice
Chair Chris Brown, James Powell, Todd Turner, Ed Criss, Hugh Palcic and Matt Lisignoli.
Staff present were Nick Lelack, Planning Director; Will Groves, Senior Planner; and Sher
Buckner, Administrative Secretary.
Minutes of February 14, 2013 were approved.
II. PUBLIC COMMENTS
None.
III. DIAL TRAINING: Melinda Campbell, GIS Analyst/Programmer, and Tim Berg, GIS
Analyst Programmer.
Training and examples were provided.
IV. DELIBERATIONS: TA -12-3, Amend DCC Title 19.04.040 and 19.106.060(D) to Allow
2.5:1 Ratio of Overnight Units to Residential Units in Destination Resorts per ORS
197.445(b) —Will Groves, Senior Planner.
Will and Commissioner Powell discussed the Transportation Planning Rule as it relates to
this proposal. Vice Chair Brown asked Will if any other applications have been received
regarding development of the other two parcels in addition to this one, and Will said no.
Nick and Chair Rainey discussed the ratios for eastern and western Oregon and the
history of destination resort laws. The possibility of a request to change the master plan
and the possible effects of a trip cap were considered.
Quality Services Performed with Pride
Motion: Commissioner Turner motioned that TA -12-3 be forwarded to the Board to allow
for the 2.5:1 ratio for overnight units in the UAR, with the applicant and staff continuing to
resolve the Transportation Planning Rule issue, and with a recommendation for approval.
Seconded by Vice Chair Brown. Chair Rainey, Commissioner Criss and Commissioner
Palcic felt that the two text amendments should be considered at the same time. Motion
passed.
V. PLANNING COMMISSION AND STAFF COMMENTS
The annual Planning Division work plan will be discussed at the next meeting, with a
public hearing to follow on March 28. We will also be working on an update to the Code
Enforcement Manual.
VI. ADJOURN
There being no further business, the meeting was adjourned.
