MINUTES
DESCHUTES COUNTY PLANNING COMMISSION - NORTH COUNTY TOUR AND RETREAT
SEPTEMBER 17, 2013 ♦ 11:30 A.M. — 8:15 P.M.
I. CALL TO ORDER
A quorum of the Planning Commission convened at 12:15 p.m. Members present were Chair
Bill Rainey, Vice Chair Chris Brown, Hugh Palcic, James Powell, Ed Criss and Matt Lisignoli.
Absent: Todd Turner. Staff present were Nick Lelack, Planning Director, and Peter Gutowsky,
Principal Planner.
II. PUBLIC COMMENTS
None.
III. TOURS AND MEETING/RETREAT
Tours were conducted as scheduled on the meeting agenda. Discussions took place at each
site regarding history and operations with property owners and property owner representatives.
The retreat included discussions regarding Planning Commission operations and coordination
with staff. Topics included:
• Commissioner Criss asked that meeting packets be sent out earlier since mail delivery has
changed and in order for Commissioners have adequate time to review and prepare for
meetings.
• Chair Rainey asked staff not to conduct meetings without a purpose. Commissioner Powell
expressed his appreciation that limited meetings had been held over summer into early fall
with a lack of topics.
• Commissioner Brown explained his interest in addressing substantive issues raised by the
public.
The retreat also included a discussion of the Planning Division's 2013-2014 Work Plan. Staff
asked for Commission recommendations to the Board of Commissioners on projects to be
initiated. The Commission recommended the following projects:
• Legislative and Housekeeping text amendments;
• Non -Resource Lands Program; and
• Text amendment to permit Small Destination Resorts and to limit domestic livestock on small
lots zoned Rural Residential -10.
IV. ADJOURN
There being no further business, the meeting was adjourned.
