The purpose of this document is to outline topics of discussion and actions by the Committee. Members Present: Mary Barron, Bill Braly, Pam Hardy (via phone), Cheryl Howard, Phyllis Lewis, Michele Simms, Jim Stone Agency: Robin Lewis – City of Bend; Jovi Anderson – Bend Metropolitan Planning Organization; Perry Brooks, Mike Caccavano, – City of Redmond; Peter Russell – Deschutes County; Dan Serpico, Jeff Monson – Commute Options Call to Order Meeting was called to order at 12:01 p.m. Introductions Approval of Prior Minutes The minutes of December 6, 2012 were approved Robin Lewis, City of Bend, Safety Data presentation City, with assistance from Bend MPO, collected fatal and serious injury crash data for 2006-10 and compared Bend’s results to four other Oregon cities as part of a multi-modal traffic safety assessment. Out of more than 20 fatalities, seven involved a bicyclist or a pedestrian. For vehicles, Bend had a disproportionate amount of crashes related to alcohol and/or speeding. The bike/ped fatals were concentrated on the City’s arterial network with the exception of a fatality that happened on the Parkway. For the 58 crashes involving bikes, the major contributing factors were wrong-way riding, riding at night without proper lighting or reflectors, and vehicles making right turns colliding with the cyclist. For the 25 pedestrian crashes the major contributing factors were multi-lane crossings, a non-exclusive WALK phase of a traffic signal (meaning vehicles have a green light at same time peds have a walk signal), and night- time visibility (peds wearing dark clothing). The City will look at a combination of countermeasures, including engineering, education, and enforcement. Perry Brooks, City of Redmond, discussion of regional bike/ped planner As part of the growing importance of cycling within Central Oregon, Perry raised the prospect of a bike/ped planner for the region. The group discussed the challenges of funding such a 2 position, but agreed that one way to address the issue was by bringing bike planning topics to either the full BPAC or a subcommittee as the need arises. BPAC will monitor if any grants are available to fund a bike/ped planner for the region. Phyllis Lewis, City of Sisters, trail survey results The Sisters Trail Alliance (STA) conducted a survey of users. The STA reported the results to a recent joint meeting of the Sisters City Council/Board of County Commissioners, stressing the amount of money trail users spent daily in the community. The City is considering providing money to the STA for waterproof, foldable maps of the STA system. BPAC Business Bicycle Friendly Community renewal application: This is due February 26 and Rick Root, BPAC emeritus, and Matt Martin will take the lead. Pam Hardy, Jeff Monson, and Kim Curley offered to help as well. 2013 BPAC Goals Spreadsheet: Group made suggested corrections to typos, numbering, and clarifying roles to the 2013 BPAC Goals and then approved the amended document. COACT: Bill Braly said the Central Oregon Area Commission on Transportation was working on projects for ODOT’s 2015-18 Statewide Transportation Improvement Program (STIP). There were 14 projects submitted by ODOT and local jurisdictions to the 150% List, which is the first cut for the STIP’s final funding amount. The COACT Technical Advisory Committee (TAC) will meet Jan. 10 to prioritize the list of the submitted 14 projects in the tri-county area. Updates City of Bend: None Commute Options: Grants awarded for Safe Routes to Schools (S2RS) at Miller, Black Butte Ranch, Ponderosa, and Sage elementary schools. The Commute Options/Bend MPO grant application to the state for a non-infrastructure SRTS Transportation Alternatives – Oregon Bicycle and Pedestrian Program grant was not successful. Commute Options does have a Region Four Transportation Options project submitted to the 150% List for ODOT’s State Transportation Improvement Plan – Enhance it funds. Commute Options Week will be moving to October from its current June period as part of a coordinated statewide promotional effort. Deschutes County: Work continues on the Bike Guide; County hopes to have a final draft by mid-March. Road Department is drafting a design for Tumalo Trail to share with State Parks and State Historic Preservation Office (SHPO) to see if alignment resolves issues with possible cultural-historical resources. ODOT: None. City of Redmond: None City of Sisters: Two items. First, City applied for a grant to develop an 8-foot wide path for non-motorized travel on the south side of Jefferson between Pine and Locust. Second, City is updating its economic plan and recreation is the largest group. As Eagle Air Park (airport just 3 NE of Sisters) redevelops and the new airport owner is increasing use of the site, City is looking at an improved bike route, trail, or vanpool service between Sisters and the airport. South County: The US Forest Service has reopened the comment period for the trail between the Lava Lands lookout and Sunriver due to revisions regarding parking, toilets, and . Jim Stone asked if BPAC would resubmit its earlier letter and the group agreed to do so. The comment period ends Jan. 13. Adjournment The meeting was adjourned at 1:30 p.m.
