DESCHUTES COUNTY BICYCLE AND PEDESTRIAN ADVISORY COMMITTEE
Thursday, March 7, 2013 - Noon to 1:30pm

Call to Order
Meeting was called to order at 12:03 p.m.
Introductions
Approval of Prior Minutes
The minutes of Feb. 7, 2013, were approved as amended
Update on Scenic Bikeways Program, Alexandra Phillips, Bicycle Recreation
Coordinator, Oregon Parks and Recreation Dept.
Topic tabled as Ms. Phillips was unable to attend meeting.
Discussion of bike mapping in Central Oregon, Woody Starr and Patrick Trowbridge,
Central Oregon Trail Alliance, Doug LaPlaca, Visit Bend
Group discussed about where to house digital maps for biking in Central Oregon. Friends of
Three Sisters Scenic Bikeways and Visit Bend have several suggested road rides; Visit Bend
website already has a plethora of biking and walking maps. Oregon Tourism provides platform
of “Ride Oregon Ride” which has user-created maps. COTA is assembling a digital base
map of mountain bike rides. The domain map of centraloregonmaps.com was available.
General discussion about local governments’ bike maps and adding links to a central site for
maps. General discussion followed about adding points of interest, photos, eateries, bike
shops, etc., to digitized maps. No decision was reached about a centralized map repository.
Bill Hilton, ODOT, also presented a spreadsheet he has developed that lists improvements
constructed between 2003-2012 to State highways and local roads that would benefit
bicyclists. The list also includes upcoming 2013-2014 projects.

City of Bend, Bicycle and Pedestrian Facility Priorities, Rick Root, City of Bend
Previously, the City had done a physical inventory of bicycle and pedestrian facilities in Bend,
but the information is now dated. The inventory will be updated. Additionally, the review
criteria that prioritized bike/ped projects will be revisited. Rick will meet with stakeholders next
week. Brian Potwin (Commute Options), Pam Hardy and Matt Martin (BPAC) agreed to attend
the March 14 meeting. Scott Beaird (Kittleson & Associates) will also attend as KAI has
worked on the City’s recent Riverside/Franklin bike project.
Riverside/Franklin Bike Project, Rick Root, Robin Lewis, Heidi Lansdowne, City of Bend,

Project team reviewed the City’s recent project to fill a hole in the City’s east-west bicycle
corridor. The team, based on citizen comments, revised earlier concepts for the
Riverside/Tumalo/Galveston intersection. The intersection will go from a four-way stop to
Riverside-Galveston being a through movements. The team also has balanced parking with
bike lanes on the section of Riverside/Franklin between the park and Lava Avenue. The
project team plans to present the latest design at an upcoming open house.
BPAC Business
Safe Sidewalks nominations: BPAC received two, one for ODOT District 10 for maintaining
and clearing snow from sidewalks along the Parkway and the other for Ray’s Food Place in
southwest Bend for keeping clear sidewalks that both abut and are internal to the property.
Both nominees will receive awards.
US 97 North Corridor field trip: ODOT is seeking comments from BPAC on the bike/ped issues
for the current design concept. Cheryl will send out a Doodle poll to those interested in
attending the field trip.
Updates
Central Oregon Trail Alliance: Working with US Forest Service on a paved path from Entrada
Lodge to the new Welcome Center on Cascade Lakes Highway. Also COTA is hoping to work
with Bend Park and Recreation Department on getting a bridge across the Deschutes Rivers
for non-motorized traffic. The preferred site is a narrow section of the Deschutes between
Deschutes River Woods which would tie into the Meadows trail system. Such a bridge would
require modifications to state and federal rules.

City of Redmond: City has formed a Bike/Ped Advisory Committee. The design for the Pilot
Butte Canal trail is coming along.

City of Sisters: City is forming a Bike/Ped Advisory Committee. City Council (received or
approved application?) for an 8’ path through town on Jefferson Street.
South County: None
Miscellaneous: Kevin Tanski put out a call for any surplus chain rings as he is the artisan
behind the plaques for the Big Chain Ring awards.
