DESCHUTES COUNTY BICYCLE AND PEDESTRIAN ADVISORY COMMITTEE

Call to Order
Meeting was called to order at 12:02 p.m.
Introductions
Approval of Prior Minutes
The minutes of April 4, 2013, were approved as amended.
Bike Safety Happenings Spring 2013, Kim Curley
May is bike-walk challenge month in schools and neighborhoods. Also May is bike month
nationally. Commute Options week will now be in October instead of June as part of statewide
decision. KTVZ will be running a “Text Later” campaign to discourage texting while driving with
a free concert at Les Schwab Amphitheater on June 9th. September is Bike to Work Month.
In May through end of school year Commute Options will do community rides with kids where
they have done Safe Routes to School works. KTVZ is also doing public service
announcements on walking and biking safely.
Bike Safety Count Program, Kim Curley and Cheryl Howard for Jovi Anderson
Bend MPO and City will be conducting has an on-line registration form to collect data on May 7
through May 11 on numbers of cyclists on selected roadways. ODOT and Bend Park and Rec
will also be using their equipment to collect data. The data will be used for future grant
applications. BPAC members and meeting attendees are encouraged to register to work at a
location as well. The data will be captured quarterly.
State Scenic Bikeway Summit, Peter Russell
Oregon State Park and Recreation Department (OPRD) hosted a summit in April 23 in Salem.
Attendees were proponents from the state’s nine designated scenic bikeways. The group
shared lessons learned and future expectations. Peter discussed how to amend a local
transportation system plan (TSP) to include a scenic bikeway. George Kolb, Deschutes

County Engineer, talked about bike-friendly County policies for road system operations and
management, including chip sealing. Travel Oregon’s Kristen Dahl presented how the state
uses bicycling to promote tourism and by extension economic development. Travel Oregon
has now designed a branding campaign to market bicycle tourism. Next year’s meeting will in
October in Cottage Grove.
La Pine Bike and Ped Improvements (Hwy 97 and 1st Street), Mike Darling
ODOT has a project next year to place a traffic signal at 1st-Reed/97 and add sidewalks along
the south side of 1st Street between Huntington and US 97 and the west side of US 97
between 1st Street and Ray’s supermarket. The project will be put out to bid in May 2014.
Project will address crossing issues where student have been crossing the highway at
inappropriate locations or manner. The project will include pedestrian refuges on the highway.
There won’t be a sidewalk on the north side of the intersection. After the project is completed,
Kim Curley volunteered to go to the schools to discuss how to cross the intersection safely.
BPAC Business
No terms are ending. Group selected Big Chain Ring and Safe Sidewalk award winners.
Tri-County Bike Summit will be held Monday, June 17 from 9a-1p in Prineville, at Meadow
Lakes Golf Course, tentatively. The theme will be Health and Transportation and include a
field trip as well as a roundtable discussion.
Updates
City of Bend: Improving sidewalks at Third Street underpass; Reed Market from Newberry to
27th, Riverside-Tumalo project is continuing forward. Bicycle and sidewalk prioritization project
is moving forward with preliminary results in early June.
Commute Options:
Deschutes County: Corrected Bike Guide Map to add Cloverdale link between US 20 and
Plainview. Applying for TGM community plan for Deschutes River Woods for bike, ped, transit,
and Baker Road BNSF at-grade crossing.
ODOT: OR 242 is open for cycling traffic only, but riders need to follow rules of the road as
ODOT still has equipment operating clearing the area.
City of Redmond: Bike lanes and sidewalks along Yew Avenue between 97 and Wickiup
Junction; bike/ped improvements along South 6th Street in downtown; reopening planning on
South 97 in Redmond to make it more of a gateway treatment or entrance; Redmond BPAC is
working on the Pilot Butte Canal trail, especially crossing of Glacier. Group meets first Monday
at 4p at City Hall.
