DESCHUTES COUNTY BICYCLE AND PEDESTRIAN ADVISORY COMMITTEE
Thursday, September 5, 2013 - Noon to 1:30pm

Members Present: Pam Hardy, Cheryl Howard, Phyllis Lewis, Michele Sims, Jim Stone,

Call to Order
Meeting was called to order at 12:00 p.m.
Introductions
Approval of Prior Minutes
The minutes of June 6, 2013, were approved, with the date corrected to reflect the correct
meeting date.
Bike Safety Count Program, Jovi Anderson, Bend MPO
Jovi handed out maps and graphs for the bicycle and pedestrian counts; Jovi also asked for
sources of funds to purchase some additional signs designating the bike friendly community
award.
Drive Less Challenge, Kim Curley Commute Options
Kim handed out information about the Challenge, and informed the group about how to join the
effort; she affirmed the need for data collection – stating that it helps to demonstrate that
transportation demand management (tdm) really works. Challenge participants can log on to
register at driveless.com. The program is statewide. She indicated that a party is being
planned to highlight the program.
The City of Bend overlay program/opportunities, Robin Lewis, City of Bend
Robin described the new approach to the paving program, which offers some great
opportunities for striping and configurations more conducive to bicycling and pedestrian traffic
in conjunction with the City’s capital improvement and repair project list. Cheryl and Kim
volunteered to assist with design suggestions for the 1-year list

Portland St. University, Initiative for Bicycle and Pedestrian Innovation, Dan Serpico,
ODOT
Dan presented slides about the Portland workshop he recently attended. He indicated that
there was a diverse group of 30 transportation colleagues, along with 10 instructors. The slides
generated a lot of follow up discussion, which included encouragement to present the slides
and important complete streets concepts to elected officials and community leaders. It was
also recognized the strategic events help to generate awareness of bicycling and pedestrian
infrastructure and opportunities.
BPAC Business
A motion was introduced to elect officers for the coming year, which included Cheryl Howard,
Chair; Pam Hardy, Vice-Chair; Kevin Tanski, Secretary. The motion passed unanimously.
An ad hoc Subcommittee was formed for the purpose of assessing progress towards achieving
Committee goals for the current year. Kevin agreed to facilitate. Kim, Pam, Jim and Cheryl
agreed to participate, and Matt Martin and Bill Braley will be invited, as well, based upon their
prior participation in the process.
Kim and Kevin will coordinate messaging with County Planner and liaison Cynthia Smidt
Updates
South County: Jim indicated that lava lands pathway is moving forward, and contracts are
expected to be let in October. A Sunriver group has formed to develop mountain bike
pathways, and COTA and the USFS will be assisting with the process. Bill commented on
Prineville and their discussions about bike design.
City of Bend: It was noted that Rene Mansour was actively recruiting volunteers for the
Masters cycling championship race.
City of Sisters: Phyllis and Michele indicated that an Environmental Assessment has been
published for pathway to Black Butte and Crossroads. It was noted that there is still
considerable controversy about the project.
City of Redmond: Mike reported that the City is wrapping up the 6th street project. They are
also working on the path along Wickiup near Sage Elementary. He also reported that the
Redmond BPAC recently did a site tour.
ODOT: Bill reported that ODOT is doing sidewalks as part of Cascade improvement in Sisters.
They are actively examining roundabout options in conjunction with the trucking industry.
Additionally, ODOT is under agreement with Commute Options for their assistance to modify
traffic demand behaviors as part of the Murphy Road project in Bend.

The meeting was adjourned at 1:30 p.m.
The next meeting, the South County/La Pine Coordination Summit, is scheduled for Thursday,
October 3, 2013. The location is tbd.
