Meeting Minutes
DESCHUTES COUNTY BICYCLE AND PEDESTRIAN ADVISORY COMMITTEE
Thursday, December 5, 2013 - Noon to 1:30pm

Call to Order
Meeting was called to order at 12:03 p.m.
Introductions
Approval of Prior Minutes
The minutes of Nov. 7, 2013, were approved.
Bend Transportation Options Walk and Bike Project Prioritization, Robin Lewis, Rick
Root, City of Bend
Robin and Rick provided an update of their work for prioritizing bike lanes and sidewalks over
the next 20 years. Whenever practical or possible, the City will opt for buffered bike lanes.
The buffering can be done via paint or physical barrier. One technique the City is using to
garner public input is via an interactive web site where users can leave comments about
needed bike facilities. The City has received about 60 so far with minimal repetition. Robin
will be meeting with the Planning Commission (PC), the Infrastructure Advisory Committee
(IAC), and the Bend Metropolitan Planning Organization (BMPO) Policy Board in the near
future. The PC meeting will be 12/9. Rick showed a map and policy language regarding
amending the City’s bike/ped portion of the Transportation System Plan (TSP). The main
component is several locations are now proposed for grade-separated crossings of state
highways; the grade-separations would be for bikes and peds, not motorized vehicles..
BPAC Business
Group reviewed the proposed BPAC Goals and made only one suggestion to add OSU-
Cascades to Goal 1, Action Item 1B to encourage the university to have leading-edge multi-
modal transportation infrastructure on its campus. Goals, including OSU-Cascade language,
were then adopted.

At-large member Michele Sims has resigned due to workload issues. The group discussed
next steps, which will include the County to work on a public announcement of the vacancy. T
Updates
South County: None.
City of Bend: Open house at Commute Options from 4-6 p.m. to mark Rick Root’s retirement
followed by Brian Potwin teaching a bike safety class from 6-8 p.m. The Road Users Safety
Task Force (RUSTF) is working on a see and be seen campaign to raise the awareness
amongst bicyclists and peds on the need to be seen at night. There will be five campaigns at
various locations (downtown and several homeless shelters) where volunteers will talk about
reflectivity and distribute lights and reflective items..
City of Sisters: Phyllis reported the Sisters Trail Alliance (STA) has applied for non-profit
status as a 501c(3) organization. The discussions about a paved path between Sisters and
the Crossroads subdivision continue, although the Forest Service may drop the project. A
survey regarding the Sisters-Black Butte Ranch trial showed very good public support. Sisters
is looking to apply for grants for a bike-sharing facility at the airport to accommodate those who
fly in for the day.
City of Redmond: Mike and Scott said the Redmond Bicycle Advisory Committee continues to
work on bike routes. The routes have all been ridden and selected with the next step being
classification. When the bike component is done the group will begin work on the pedestrian
network
Deschutes County: The web-based version of the County bike map remains on hold while
County IT staff works on installing a new electronic permitting and tracking system for the
County.
ODOT: While not on the state highway system, Dan passed out a copy of city bike map from
Palm Springs, CA, that he picked up on a recent visit.
