DESCHUTES COUNTY PLANNING COMMISSION
DESCHUTES SERVICES CENTER

AUGUST 14, 2014 — 5:30 P.M.
Meeting was called to order at 5:30 p.m. by Chair Christen Brown. Members present were
Vice Chair Hugh Palcic, Steve Swisher, James Powell, Susan Tunno and Ed Criss.
Absent: Todd Turner. Staff present were Peter Gutowsky, Principal Planner; Peter
Russell, Senior Transportation Planner; Will Groves, Senior Planner; and Matt Martin,
Associate Planner.
Chair Brown asked new Commissioner Susan Tunno to introduce herself.
Commissioner Tunno introduced herself, acknowledging that in 1980s she was actively
involved in Damascus. The experience immersed her into Oregon's Statewide Planning
System, Land Conservation and Development Commission and County planning.
Commissioner Tunno is a real estate agent.
Minutes of March 27, July 10 and July 24, 2014 were approved.
WORK SESSION: TA -14-4 - A staff update on plat designation in Title 19 Destination
Resorts for individually owned overnight units — Will Groves, Senior Planner
Will Groves introduced the topic, explaining the Text Amendment to Title 19, regarding
overnight units from 45 weeks to 38 weeks. There was interest in plat designations.
Currently they are deed restricted, subject to CCRs and plat designations. The applicant
acknowledged the challenge with plat designations if they are ever removed. This would
require a replat and the consent of everyone in the subdivision. An alternative is a
conditions of approval agreement. This is currently being discussed with the applicant and
County Legal Counsel. A public hearing is forthcoming before the Board of County
Commissioners to take testimony on TA -14-4. It would apply as a result of land use
permit, like a final plat. The conditions of approval agreement would be recorded with
each lot recognized to provide overnight lodging.
III. WORK SESSION: 247-14-000156-ZC — An application to amend the zoning map for the
Bend Airport to identify boundaries of Airfield Operations (AO), Aviation Support (AS), and
Airport -Related Industrial District (ARID) in Chapter 18.76 — Peter Russell, Senior
Transportation Planner
Peter Russell provided a PowerPoint summarizing the zone change to clarify procedural
errors identified in County Code as it pertains to the Bend Municipal Airport Master Plan
early this year in March.
IV. WORK SESSION: 247 -14 -000253 -TA — An application to amend the title of
Section 18.110.020 of the Zoning Ordinance to correctly identify the resort districts to
which the section applies — Matthew Martin, Associate Planner
Matt summarized a text amendment to clarify a scrivener's error pertaining to Deschutes
County Code 18.110.020, Resort Communities.
V. PLANNING COMMISSION & STAFF COMMENTS
Peter Gutowsky provided an update on TA -14-2. This is a Text Amendment to
Chapter 18.32, Multiple Use Agricultural Zone (MUA-10) and Section 18.128.050 of Title
18 of the Deschutes County Code (DCC) to allow the potential for the creation of new
manufactured home parks in the MUA-10 Zone, and lessen the requirements for
expansion of existing manufactured home parks in the same zone.
