Meeting Minutes
DESCHUTES COUNTY BICYCLE AND PEDESTRIAN ADVISORY COMMITTEE
Thursday, February 6, 2014 - Noon to 1:45pm

Call to Order
Meeting was called to order at 12:05 p.m.
Introductions
Approval of Prior Minutes
The minutes of Dec. 5, 2013, were approved.
Bicycle Refinement Plan adopted into Redmond TSP, Wayfinding and Bicycle Network
Planning, Scot Woodford, City of Redmond
Scott reviewed previous bike planning efforts. City is working on attracting the “interested, but
concerned” rider or similar would-be bike riders. City is looking at utilizing canals, Dry Canyon,
bile lanes on arterials as assets. Challenges for east-west connectivity are the north-south
barriers of Dry Canyon, US 97, and Burlington Northern Santa Fe (BNSF) Railway’s tracks,
and Forked Horn Butte. City is also looking long-term at separated facilities, better route
signage, fine tuning the bike network plan, and continuing to organize family friendly bike
events.
Update on Pedestrian Access Planning, Walkability Survey, Mike Caccavano, City of
Redmond
Mike reviewed the preliminary results of a survey sent to City residents in their bills regarding if
they walked in the last seven days of a least 10 minutes duration. While they have 130 results
so far, they expect more once the survey goes on-line. Respondents also suggested locations
that needed to be improved.

Conceptual Plans for S. Highway 97, Mike Caccavano and Scott Woodford, City of
Redmond
The City is working with area businesses to look at reducing the number of accesses from 14
to 5 by clustering them and improving interparcel connectivity with a low-speed, two-way local
street. The concept now has the street running between the parking and the fronts of
buildings. The project will also increase the sidewalks in the area.
North Hwy 97 Preferred Alternative, Dan Serpico, ODOT
Dan presented a map showing improved bike/ped facilities between Empire Avenue and the
mobile home park on US 97 at the north end of Bend. There are also improvements along US
20 and Empire. The group expressed concerns about the proposed improvements, while
stating the latest version is a definite improvement.
BPAC Business
Safe Sidewalks nominations are now open; County staff will coordinate a media release.
BPAC now has 8 members and nine positions. Group discussed expanding BPAC to 13
members Kevin Tanski and Cheryl Howard will work on the proposed language for the
bylaws. The Board of County Commissioners (BOCC) must approve the changes, which
would 1) expand the size of BPAC, 2) specify City of La Pine will have a BPAC representative
like the other three cities, 3) add a reference to a South County position.
BPAC vacancy candidates Dave Olsen, Scott Ferguson, and Rick Root each presented their
qualifications and interests. BPAC deferred selecting the replacement until next month.
Mary Barron and Kim Curley distributed the debut BPAC annual accomplishments report;
members are to review the report and vote on it next month.
Updates
South County: Working on grant applications to fund an Environmental Assessment for
proposed trails.
City of Bend: Winter bikes counts to be rescheduled; 2/15 will be another “See and Be Seen”
outreach campaign.
City of Sisters: None
City of Redmond: None
Deschutes County: None
ODOT: Murphy Road overcrossing will remove signal at Pinebrook/Parkway; agency is looking
how to accommodate east-west movements across the Parkway including a rectangular rapid
flashing beacon (RRFB) or HAWK signal.
Commute Options: Staff will meet with Erik King, Bend City manager, and Jim Porter, Acting
Chief of Police, to discuss how bike diversion program can continue due to recent staffing

changes at the Bend Police Department. The diversion program is for cyclists who have been
ticketed and can take a class to learn safer and legal cycling practices.

Next meeting is scheduled for Thursday, March 6, 2014, noon to 1:30 p.m. at ODOT, 63055 N.
