The purpose of this document is to outline topics of discussion and actions by the Committee. Members Present: Scott Ferguson, Cheryl Howard, Rick Root, Jim Stone, Pam Hardy, Wendy Holzman, Matthew Olsen, Scott Morgan Ag ency: Matt Martin, Deschutes County; Mike Caccavano, City of Redmond; Robin Lewis, City of Bend; Brian Potwin, Commute Options; Scott Aycock, COIC; Ally Steinmetz, COIC; Peggy Fisher, Deschutes National Forest Guests: Scott Beard, Kittelson & Assoc. Call to Order Meeting was called to order at 12:10 p.m. Introductions Approval of Prior Minutes June 5 meeting minutes as drafted were approved unanimously. Deschutes Nat’l Forest Alternative Transportation Feasibility Study, Scott Aycock, COIC Scott Aycock, along with Ally Steinmetz and Peggy Fisher, introduced and described the project. This study will provide a framework plan with the goal of promoting the use of non- motorized alternative transportation options to access high-use recreational areas on the Deschutes National Forest while reducing environmental impacts at these sites. Scott noted that this study is not required to follow formal forest service processes. Six transportation corridors are being studied. Both technical advisory committees and stakeholder groups are working on this project. Federal Lands Access Grant is possible outcome to facilitate priority areas. Interested parties are referred to project webpage for more information. (http://coic2.org/transportation/dnfalternativetransportationstudy/) City of Bend project to implement bike-ped safety countermeasures, Robin Lewis Robin distributed a map and discussed the bicycle and pedestrian safety countermeasures that are under consideration. The map identifies key crossings to analyze and design. The next meeting with the technical advisory committee and stakeholders is planned for October. Robin also provided an update on the City of Bend Bicycling and Walking Improvement Priorities (BWIP) subcommittee. BWIP has developed a list of priorities and recommendations 2 as shown on the distributed map and lists. Staff provided additional recommendations to the list. The final list will serve as recommendation for Bend Metropolitan Planning Organization (MPO) policies. A final meeting is planned in September. Question and answer period followed with topics including OSU-Cascades and 2nd Street. Safe Routes to School annual update; upcoming DriveLess Challenge, Brian Potwin Brian gave a presentation on Safe Routes to School and related programs including Eco Hero Camp conducted in partnership with the Environmental Center and International Walk and Bike to School day which is scheduled for October 8th. Brian highlighted the importance and need for volunteers for the programs to be success. Brian announced the Drive Less Challenge scheduled for October 9th through 18th and encouraged all to sign up. BPAC Business Upcoming Elections – Officer ballots were distributed and elections discussed. Cheryl requested that they be submitted to her via e-mail prior to the next meeting. Membership Update – Pam Hardy resigned from the committee due to commitments related new position with Oregon Wild. Matt Martin resigned from the committee but will continue to serve the committee as Deschutes County staff representative. Scott Morgan appointed as La Pine area representative on the committee. Committee Updates – Committee appointments were discussed. Chery will update list. o MMA – final report issued. Project is on hiatus until later in the Bend UGB expansion project timeline. Updates South County: Paved path from Lava Lands Visitor Center to Sunriver is open and is already seeing heavy usage. City of Sisters: The Oregon Scenic Bikeway Conference will be held in Sisters on September 26th. City of Redmond: Initiating public outreach campaign discussing biking, walking, non- motorized access. Making progress with bikeway plan. Deschutes County: First rural roundabout is planned for the intersection of Neff Road/Powell Butte Highway. Proposals to design are under review. Construction is anticipated in 2015. Other: Bend Bikes is hosting “Bike the Back yard Farm Tour.” Wendy will be running for Sisters city council but, if elected, intends on continuing to be a member of BPAC. Adjournment The meeting was adjourned at 1:40 p.m. Next meeting is scheduled for Thursday, October 2, 2014, noon to 2:00 p.m. at Lava Lands Visitor Center, 58201 South Hwy. 97 Bend, OR 97707
