The purpose of this document is to outline topics of discussion and actions by the Committee. Members Present: Cheryl Howard, Scott Morgan, Greg Svelund, Wendy Holzman, Jim Stone, Bill Braily, Mary Barron, David Olsen, Scott Ferguson, Matthew Olsen, Agency: Kim Curley, Commute Options; Matt Martin, Deschutes County; Dan Serpico, ODOT; Robin Lewis, City of Bend; Jovi Anderson, Bend MPO; Mike Caccavano, City of Redmond; Steve Jorgensen, Bend Parks and Recreation District; Christina Peterson, USFS Guests: Tony DeBone, Deschutes County Commissioner; Joe Bessman (plus 2 others), Kittelson & Assoc.; Prospective Committee Members - Chris Cussard, Don Wright, Dave Martin, Bob Tucker Call to Order Meeting was called to order at 12:03 p.m. Kim Curley announced Driveless Challenge and provided details. Introductions Approval of Prior Minutes September 4, 2014 meeting minutes as drafted were approved unanimously. USFS, Lava Lands Monument and trail system, Christina Petersen Christina Peterson gave an overview presentation of the Lava Lands Monument including the human and geologic history of the area. The 25th anniversary of the monument is 2015. The she also discussed the new paved trail to Sunriver and noted it has been a “resounding” success. Traf X trail counters, Bend Parks and Rec, Steve Jorgensen Steve Jorgensen provided an overview of the trail user counter system used by Bend Parks and Recreation District. He provided details of types of counters available and how they are used. He also discussed how the District uses the data collected. Jovi Anderson announced new bicycle/pedestrian count is coming up. Volunteer counters provide by statistical and anecdotal data. She indicated data collected will assist transportation planning based on user groups. 2 BPAC Business Elections – Bill Braily was nominated and accepted Vice Chair position. Scott Ferguson was nominated and declined Secretary position citing need for more experience with the committee. Matt Martin will draft minutes for the committee. Membership Update – The prospective committee members in attendance introduced themselves. Committee Updates – o MMA – final report issued. Will be discussed as upcoming Bend City Council meeting, possibly in October. o COACT – Oregon Freight Committee met in region; Recognized the value of bike lanes. o OSU Cascades – TAC not active. Currently exploring grants to improve infrastructure. o RUSTF – Meeting with municipal judge to discuss bike/ped related law enforcement/ “Be Seen” campaign forthcoming with funding provided by ODOT. o BWIP – Summary report is complete and copies were distributed. Updates La Pine: Scott Morgan has been meeting with community representatives; Kim Curley announced Family Fitness Fun night at La Pine Elementary School on October 9th; Tony DeBone is advocating for pedestrian facilities and connections at new signal improvements at 1st Street/Highway 97 and extending to the south. City of Sisters: Sisters receive Bronze Walk Friendly Community; Oregon Scenic Bikeway proponents meeting was held in Sisters; Waiting for word on grant for bathroom improvements at village green park that will include showers and bike lockers. City of Redmond: Bike counts completed. City of Bend: Crash assessment found crossing multi-lane roads is greatest cause. Projects moving forward to make related changes. Public meetings coming up October 15th and 16th. ODOT: 1st Street/Highway 97 signal in La Pine is slated for construction early 2015. 35 mph speed limit extended to the north of town; New path from Romaine Village to Pinebrook Boulevard in Bend under consideration. Adjournment Bike ride along new 5-mile paved path between the Lava Lands Monument and Sunriver followed. Next meeting is scheduled for Thursday, November 6, 2014, noon to 1:30 p.m. in the Deschutes Conference Room (in the old Region building) of ODOT located at 63055 N Hwy 97 in Bend.
