TITLE OF AGENDA ITEM:
Consideration and approval of contract No. 2013-003, a Collective Bargaining Agreement between
Deschutes County, Deschutes County Sheriff, and Deschutes County Sheriff Employees Association.

BACKGROUND AND POLICY IMPLICATIONS:
The Deschutes County Sheriff Employees Association (DCSEA) is the labor union representing
non-supervisory and non-confidential employees in the Sheriff's Office. The current Collective
Bargaining Agreement between DCSEA and the County expires on June 30, 2013.
I The new collective bargaining agreement is a 3-year contract, effective July 1,2013 -June 30,
2016. Effective July 1,2013, July 1,2014 and July 1,2015, salary ranges will be increased by an
amount equal to CPI-V, January to January, with a minimum adjustment of 1.5% of salary and a

t maximum adjustment of3.5% of salary .

The employee health insurance monthly premium contribution shall be no greater than 7.5%, not to
exceed $140.00, ofthe per FTE cost of providing health benefits under the adopted plan for the
2013 fiscal year.

The monthly premium contribution shall be no greater than 8.5%, not to exceed $155.00, of the per
FTE cost of providing health benefits under the adopted plan for the 2014 fiscal year.
The monthly premium contribution shall be no greater than 9.5%, not to exceed $170.00, of the per
FTE cost of providing health under the adopted plan for the 2015 fiscal year.
The County's bargaining team included Sheriff Larry Blanton, Debbie Legg and Erik Kropp. The
County's bargaining team tentatively agreed to the collective bargaining agreement and
recommends its approval.
Employees represented by DC SEA voted to ratifY the labor agreement on December 17,2012.
FISCAL IMPLICATIONS:
The fiscal impact of the cost of living increase has been included in the FY 2014 budget for the Sheriff's
Office. For FY 2015 and FY 2016, the fiscal impacts ofthe cost of living increases will be included as
part of the budget process for those years.
RECOMMENDATION & ACTION REQUESTED
Staff recommends approval of Contract No. 2013-003, a Collective Bargaining Agreement between
Deschutes County, Deschutes County Sheriff and the Deschutes County Sheriff Employees Association
from July 1,2013 -June 30, 2016.
