Also present were Tom Anderson, Interim County Administrator; Erik Kropp, Deputy County Administrator; Ed Keith, County Forester, Chris Edleston, Finance; Beth Raguine, Health Services; and three other citizens. No representatives ofthe media were in attendance. Chair Unger opened the meeting at 10:02 a.m. 1. PLEDGE OF ALLEGIANCE 2. CITIZEN INPUT None was offered. 3. Before the Board was Consideration of Signature of Document No. 2013-046, a Notice of Intent to Award Contract Letter for Fuels Reduction Work. Ed Keith gave an overview of the item. They have had a qualified pool of contractors for seven years; the latest one includes 27 contractors, who provide certain services in various areas. All are qualified for the activities they propose to do. Commissioner Baney asked about the benefits of doing this. Mr. Keith said some projects are fairly small, so they can offer the work to the qualified contractors to see if they are interested. This streamlines the process for the County, the property owner and the contractor. Once funding has been determined, the projects will be planned out and the contractors would be contacted accordingly so they can bid on specific projects. He asked if that question is asked. Mr. Keith stated it is not a requirement of the RFP process. They rely on contractors to legally employee people and this is in their agreement. Before the Board was a Public Hearing and Consideration of Signature of Resolution No. 2013-006, Adopting a Change to the FV 2012-13 Deschutes County Fee Schedule, Public Health Section. Beth Raguine, Health Services, and Christina Edleston, Finance, came before the Board. Ms. Raguine explained that this involves a minimum reimbursement rate as set by the State. The fee changed on January 1, and this has not chan ged since 2009. Adjusting the fee schedule prevents them from having to revamp their billing. It involves one change to the immunization piece. It was $15.19 per immunization previously, but is now $21.96. If the fee changes, it is across the board. Chair Unger opened the public hearing. Being no testimony given, the hearing was closed. Commissioners Unger and Baney were not prepared to approve the minutes of the January 30 and February 4 work sessions, or the business meeting of February 4. Before the Board was Consideration of Approval of Weekly Accounts Payable Vouchers for the 9-1-1 County Service District in the Amount of $14,781.16. BANEY: Move approval, subject to review.
