PUBLIC HEARING ON THIS DATE? No. BACKGROUND AND POLICY IMPLICATIONS: Deschutes County Code 2.3 7 .110 sets out the methods the County can use to dispose of surplus property, including the donation of surplus property to non-profit organizations. The Solid Waste Department has a shed purchased in 1999 that the department no longer uses and considers surplus property. CRAFT, Cat Rescue Adoption and Foster Team, a local non-profit group collects recyclables as a fundraiser. CRAFT would like to use the shed to sort these recyclables. The shed will be delivered by the Solid Waste Department and will be donated as is. Board Secretary Bonnie Baker is a member of CRAFT. Staff called the Oregon Ethics Commission to discuss this proposed donation. According to staff at the Oregon Ethics Commission, the proposed donation does not violate Oregon ethics laws. FISCAL IMPLICATIONS: None. RECOMMENDATION & ACTION REQUESTED Approve and sign Order No. 2013-007. WHEREAS, it is appropriate to donate of such property in accordance with Deschutes County Administrative Policy No. BLDG-3, "Donation of Property;" now, therefore, THE BOARD OF COUNTY COMMISSIONERS OF DESCHUTES COUNTY, OREGON, HEREBY ORDERS as follows: Section l.The Solid Waste Director, or his designee, is hereby authorized and directed to donate the personal property described in Exhibit A to this order to CRAFT.
