Also present were Tom Anderson, Interim County Administrator; Erik Kropp, Deputy County Administrator; Jeanine Faria and Teri Maerki, Finance; Kathy Christensen, Health Services; media representative Shelby King of the Bulletin; and two other citizens. Chair Unger opened the meeting at 10:00 a.m. 1. PLEDGE OF ALLEGIANCE 2. CITIZEN INPUT None was offered. 3. Before the Board was a Public Hearing. and Consideration of Board Signature of Resolution No. 2013-022, Adopting a Supplemental Budget for Fiscal Year 2012-13. Chair Unger opened the public hearing. Teri Maerki and Jeanine Faria explained the item. Tom Anderson noted that this issue will come before the Board as a part of the Budget Committee regarding a large Fair & Expo event that was anticipated but did not happen. They need funding to bridge this gap until the Family Motor Coach event takes place next fiscal year, which will more than make up for this shortfall. No public testimony was offered. The refinancing of these general obligation bonds will result in a savings to the County of over $1 million over four years. DEBONE: Move approval. UNGER: Second. VOTE: DEBONE: Yes. UNGER: Chair vote yes. 4. Before the Board was Consideration of Board Signature of Document No. 2013-118, an Intent to Award Contract Letter for the Purchase of Pharmaceuticals for Health Services. Kathy Christensen provided a brief overview of the item. For many years, the Department purchased pharmaceuticals from Multnomah Central Stores. This change may save up to 15%, or about $25,000. There is already a contract in place since they were the only bidder. DEBONE: Move approval. UNGER: Second. VOTE: DEBONE: Yes. UNGER: Chair vote yes. Signature of Resolution No. 2013-025, Transfer Appropriations to the Transient Room Tax Fund and Welcome Center Fund 10. Signature of Letters regarding the Upper Deschutes Watershed Council: Accepting the Resignation of tom Atkins, Steve Johnson, Sarah Laufer and Sarahlee Lawrence, and Thanking them for their Service; and Reappointing Herb Blank, Joanne Richter and Ted Wise through January 31, 2016 CONVENED AS THE GOVERNING BODY OF THE 9-1-1 COUNTY SERVICE DISTRICT 11. Before the Board was Consideration of Approval of Weekly Accounts Payable Vouchers for the 9-1-1 County Service District in the Amount of $11,004.42. DEBONE: Move approval, subject to review. UNGER: Second. VOTE: DEBONE: Yes. UNGER: Chair vote yes. CONVENED AS THE GOVERNING BODY OF THE EXTENSION AND 4-H COUNTY SERVICE DISTRICT 12. Before the Board was Consideration of Approval of Weekly Accounts Payable Vouchers for the Extension/4-H County Service District in the Amount of $7,218.64. DEBONE: Move approval, subject to review. Before the Board was Consideration of Approval of Weekly Accounts Payable Vouchers for Deschutes County in the Amount of $720,299.66. DEBONE: Move approval, subject to review. UNGER: Second. VOTE: DEBONE: Yes. UNGER: Chair vote yes. 14. ADDITIONS TO THE AGENDA Tom Anderson stated that Mike McArthur, the current Director of AOC, brought up SB 2870, which would allow counties to impose a tax on the sale of tobacco. Other counties have submitted letters of support and the local Health Department Director has also done so. If the Board so wishes, a similar letter could be prepared for Chair signature to go to the local delegation. Chair Unger said this is meant to help counties with their expenses, since most need additional revenue. Mr. Anderson stated that Commissioner Baney submitted an e-mail indicating support. The distinction between having th e ability to levy this tax and actually levying it was pointed out. She supports more local control over decision- making rather than having all go through at the State level. Commissioner DeBone stated he likes the option , but wonders how the counties can set up the process to receive funds. He does support local control. Chair Unger said that the letter would support other counties who may want to push this forward, even if Deschutes County does not plan to do so at this time.
