DESCHUTES COUNTY BOARD OF COMMISSIONERS
WEDNESDAY, APRIL 10, 2013

Present were Commissioners Alan Unger, Tammy Baney and Anthony DeBone.
Also present were Tom Anderson, County Administrator; Commissioner Steve
Kramer of Wasco County; and seven other citizens.
Chair Unger opened the meeting at 10:05 a.m.
1. PLEDGE OF ALLEGIANCE
2. CITIZEN INPUT
Chair Unger introduced Steve Kramer, Commissioner of Wasco County, who
gave a brief overview of his position and the area he serves.

Chair Unger noted that former Crook County Commissioner and Legislator
Lynn Lundquist recently passed away in his late 70’s. Commissioner Baney
said she got to know him well , and as legislator, he was a powerful advocate for
area citizens. Chair Unger added that he is proud that there are representatives
such as Mr. Lindquist to look out for Oregonians.
3. Before the Board was Consideration of the Reading of a Proclamation,
Declaring May 1, 2013 as Central Oregon Volunteer Appreciation Day –
“2013 Volunteers are Superstars”.

Darcy Justice of Healing Reins; Kathy Tabakman of Grandma’s House; Robin
Cooper of Bend Area Habitat for Humanity; Therese Helton of the State
Department of Human Services and NOVA (Network of Volunteer
Administrators); Nunzia Troutman of Volunteer Services; and Larry Lakes of
Volunteer Connect came before the Board.
They talked about this being the 24th year for this Proclamation, and the
upcoming event at which the recognize volunteers doing good for the
community. They thanked the Commissioners for granting funds for the event,
and noted that without volunteers, the community would not work as well as it
does. This year they have a lot of candidates in all age groups.
Commissioner Baney said this is a great opportunity for the community to say
thanks. There are a lot of things government cannot do, but the community has
taken ownership of many of those. The level of volunteerism in this area is
remarkable.
Commissioner DeBone read the proclamation to the audience.
