Present were Commissioners Alan Unger, Tammy Baney and Anthony DeBone.
Also present were Tom Anderson, County Administrator; Erik Kropp, Deputy
County Administrator; Nick Lelack and Peter Gutowsky, Community Development;
Sheriff Larry Blanton; County Counsel Laurie Craghead; and about a dozen other
citizens, including media representative Shelby King of the Bulletin.
Chair Unger opened the meeting at 10:00 a.m.

3. Before the Board was Consideration of the Reading and Approval of a
Proclamation Declaring the Week of May 19 through 25 Parenting
Education Awareness Week.
Vicki Ertle of the Family Resource Center of Central Oregon stated this
program has been in place for about twenty years. She read a statement
regarding County support of what they do. They have a developed parenting
education hub, established in 2009. She is lead director of the network
consisting of the regional counties. The overall dream is to have a hub in every
county. The only tri-county hub in the state is here. She gave an overview of
the program, supporters, and their plans.
Anna Higgins said she is a parent, educator, and works with the ESD. She is an
instructor of early childhood education at COCC, and has been with the Family
Resource Center for five years.

Tim Rusk, Executive Director of MountainStar, stressed the importance of
proper parenting.
Commissioner Baney stated that parenting is a struggle and you often wonder if
you are doing the right things. The community is in it together. Commissioner
DeBone stated that people do suffer when they don’t have good examples
around them, and have to try to get them going in the right direction. Chair
Unger added that he is focused on childcare needs, as it is important to the
community as well.
Commissioner DeBone read the proclamation at this time.

4. Before the Board was Consideration of First and Second Readings by Title
Only, and Adoption by Emergency, of Ordinance No. 2013-003, Amending
Code to Change the Ratio of Overnight to Residential Units in Destination
Resorts.
Nick Lelack gave a brief overview of the Ordinance. The reason for the
emergency are that the final master plan still needs to be approved so nothing
will happen immediately, but they can get started on it. The resort can move
more quickly with building overnight lodging. This is allowed by State law and
brings County Code into compliance.
Chair Unger asked if there has been much public interaction. Mr. Lelack replied
that there has been a hearing and testimony before the Planning Commission and
the Board as well. They have engaged the public in various ways over the years.
There are strong opinions and interests in destination resorts.

5. Before the Board was Consideration of First Reading by Title Only of
Ordinance No. 2013-007, Amending the Deschutes County Comprehensive
Plan and Adopting Newberry Country: A Plan for Southern Deschutes
County.
Peter Gutowsky provided an overview of the process and the exte nsive time
involved on this issue. The second reading would be on May 29, 2013 if the
first reading takes place today.
Commissioner DeBone stated he supports this in its current form, and
acknowledged that the annual work plan and projects related to thi s issue may
come back and require future changes. It will be updated as needed. Chair
Unger feels this could not have been done better.
Commissioner Baney stated there have been some comments related to
community involvement. Mr. Gutowsky said the process started in 2011 when a
scope of work was developed. It was shared with the Commissioners, Planning
Commission and the public. An 18-month work program was then authorized.
They held a public open house with agencies and community organizations,
community meetings, worked with focus groups and homeowners’ associations
(often on weekends), were at local public events, did an on-line survey, and
conducted a Planning Commission tour of the area, with updates.
They feel they do community outreach well and this is a point of pride. They
feel they identified the important issues in the area. Commissioner DeBone
stated that he handed out copies to anyone who wanted one, and there is a
representative of the area on the Planning Commission.
Tom Anderson stated he could not be more pleased on how this turned out. The
community has strong opinions on many things , and it was challenging to come
up with a document that has widespread support. He added that the Community
Development Department’s annual work plan may be impacted by this
document as well.

14. ADDITIONS TO THE AGENDA
Commissioner Baney thanked Joe Stutler and Sheriff Blanton for their hard
work over the weekend, dealing with the wildfire outside La Pine. The
response was swift and well-coordinated. The preventative work, some of
which had been done on County land, helped to keep this fire under control.
Sheriff Blanton said it is early in the year and an eye-opener. The wind blew
down power lines and made dealing with the fires difficult.
Chair Unger stated this kind of thing puts all of the communities at risk, and
they need to continue working as hard as possible to make it manageable.
Being no further items discussed, the meeting adjourned at 10:40 a.m.

Families with Young Children 0-8
Focus on Parenting Ages 0-8 10 sessions that provide parents with new skills in communicating with their children, tools for positive discipline
and strategies for dealing with family stress. This class is for families referred to parenting classes by other agencies This class is offered four
times a year.
Incredible Year Ages 0-8 10 sessions of learning new ways to handle challenging behavior, set clear
boundaries, problem solve with young children and increase positive family communication.
Make Parenting A Plea ure Ages 0-8 10 sessions of positive and encouraging sessions to learn skills for
realistic expectations, age appropriate discipl ine , communication skills, and stress reduction.
Nurturing Parenting Ages 0-12 10 weekly sessions to learn about personality traits and how they relate to
parenting, and how brain development is related to behavior in children and teens. This series will also help
parents understand, create and implement a system of discipline that is respectful to children and guides them to follow family morals , values,
and rules.
Parenting Now Ages 0-6 7 sessions to learn about nurturing and effective parenting strategies, positive approaches to discipline, communication,
managing family stress and how to build long lasting healthy family relationships.
Parenting Wi ely Ages 3-9 Self-paced computer program covering topics such as sibling conflict and bedtime struggles. Computers available

Staying Connected to Your Teen Ages 12-17 5 sessions that focus on strengthening family bonds during the teenage years, will help parents
improve family management skills, decrease family conflict, and provide strategies for better communication and
limit setting.
Parenting Wisel Ages 10-18 Self-paced computer program covering topics such as homework, defiance,
disrespectful talk and chore avoidance. Computers available in Bend at the Family Resource Center, Call to set up

Families in our classes included 35 3 children and youth.
Parents reported significant improvement in th eir child's
behavior after participating in a class series, in areas such as

The changing landscapes of our communities are reflected
in our classes. Latino families represent 32 % of class
participants. We serve a n increasing number of low-income
families. Females account for 67% and males 33%. The ages
of parents range rrom 16 to 67. Children and youth range
in age rrom birth to 18. Most families have children in the 2
to 6 age range . 74 % report they are parenting with a
partner, and 22% report parenting alone.

The Way We Work
Our social service partners, public and private
foundation grants, and most of all , our community
donors enable us to provide a high volume of rree or
low cost parenting services . This year we leveraged
$274,000 in public and private funds with $127,000
raised rrom the community. We also received $30,000
in In-kind donations allowing us to maximize every
dollar received .
