TITLE OF AGENDA ITEM:
Consideration and Signature of Order No. 2013-027, Appointing Signature Authority for the Deschutes
County Community Development Department.

BACKGROUND AND POLICY IMPLICATIONS:
Order 2009-112 authorized the Community Development Department ("CDD") Director and the
Planning Director to sign various planning documents on each other's behalf in the absence of the other
and authorized the County Administrator to sign on behalf of the CDD Director in the absence of the
CDD Director. However Order 2009-112 did not clarify that the Board of County Commissioners
("Board") intended that signature authority for the some of the listed documents and other planning
documents be delegated to the CDD director.
The proposed Order would authorize the CDD Director to sign the following planning documents:
conservation easements, condition of approval agreements, farm and forest management waivers, and
improvement agreements involving financial security in an amount less than $1,000,000. This would
improve efficiency and save time by eliminating the need to bring routine documents that are part of the
land use approval proces to the Board.
FISCAL IMPLICATIONS:
None.

WHEREAS, Order 2009-112 authorized the Community Development Department ("CDD") Director
and the Planning Director to sign various planning documents on each other's behalf in the absence of the other
and authorized the County Administrator to sign on behalf of the CDD Director in the absence of the CDD
Director; and
WHEREAS, Order 2009-112 did not clarify that the Board of County Commissioners ("Board")
intended that signature authority for the some of the listed documents and other planning documents be
delegated to the CDD director; and
WHEREAS, the Board desires to provide an efficient and effective process for review and approval of
certain documents that may be required to be recorded under county land use regulations; and
WHEREAS, in order to provide efficiency within CDD, it is necessary to grant limited signature
authority to one or more individuals to act on behalf of the Board; now, therefore.
THE BOARD OF COUNTY COMMISSIONERS OF DESCHUTES COUNTY, OREGON, ORDERS
as follows:
Section t. The CDD Director is authorized to sign the following planning documents: conservation
easements, condition of approval agreements, farm and forest management waivers, and improvement
agreements involving financial security in an amount less than $1,000,000.
