TITLE OF AGENDA ITEM:
Request to approve Ambulance Service Area (AS A) Application recommendations effective July 1,
2013 through June 30, 2018.
PUBLIC HEARING ON THIS DATE? Yes. Per Deschutes County Code 8.30, the BOCC shall
publish notice of its intent to hold a public hearing on the application and recommendations at least 10
days, but not later than 30 days following publication of notice. ASA Committee representatives met
with the Board on June 24th to present their recommendations and request a Public Hearing to approve
their recommended applications. The ASA Administrator will provide appropriate notice for this
hearing on behalf of the Board.
BACKGROUND AND POLICY IMPLICATIONS:
The Deschutes County Ambulance Service Area (ASA) Committee requests that the Board of County
Commissioners grants applicant franchises approval to provide emergency ambulance service, based on
ASA committee recommendations of applications which were reviewed by the committee following a
30 day application process. This action is per Deschutes County Code 8.30, sections 8.30.050.
(Franchise-Application), 8.30.055. (Franchise-Review of Application) and 8.30.060. (Franchise-Terms
and Renewals).
FISCAL IMPLICATIONS:
None to Deschutes County.
RECOMMENDATION & ACTION REQUESTED:
The ASA Committee shall make its recommendation to the Board to grant the applications approval to
provide emergency ambulance service effective July 1,2013 through June 30, 2018. The Board will
demonstrate approval through the signing of a corresponding Order.

WHEREAS, Deschutes County Code 8.30 establishes ambulance services areas, assigns
to those service areas emergency service providers, and creates an ambulance service area
advisory committee; and
WHEREAS, Deschutes County Code establishes a process for the regular review of
franchises awarded to provide emergency ambulance service and assigned Ambulance
Service Areas; and
WHEREAS, as part of the 5-year review of ambulance service franchises, the Ambulance
Service Area (ASA) Advisory Committee solicited and received applications for renewal and
assignment of Ambulance Service Areas; and
WHEREAS, the ASA Advisory Committee conducted its review of applications for franchise
renewal from May 20th through June 19th , 2013 and based upon the review process has made
recommendations for the assignment of franchises of ASA's to Emergency Ambulance Service
providers; and
WHEREAS, pursuant to DCC 8.30.050(E), the Board must assign franchises of ASA's by
Board order; and
WHEREAS, the Board finds that the public interest will be served by assigning franchises
of ASA to emergency ambulance service providers based upon the recommendations of the
ASA Advisory Committee; now, therefore,

THE BOARD OF COUNTY COMMISSIONERS FOR DESCHUTES COUNTY, OREGON
ORDERS as follows:
Section 1. The City of Bend Fire Department is hereby granted a franchise to provide
emergency ambulance service in ASA #1 for the period of July 1, 2013 through June 30,
2018.

Section 2. The Black Butte Ranch RFPD is hereby granted a franchise to provide
emergency ambulance service in ASA #2 for the period of July 1, 2013 through June 30,
2018.
Section 3. Harney District Hospital Emergency Medical Services Department (Bums)
is hereby granted a franchise to provide emergency ambulance service in ASA #3 for the
period of July 1, 2013 through June 30, 2018.
Section 4. The Crooked River Ranch Fire and Rescue is hereby granted a franchise
to provide emergency ambulance service in ASA #4 for the period of July 1, 2013 through
June 30,2018.

Section 5. The LaPine Rural Fire Protection District is hereby granted a franchise to
provide emergency ambulance service in ASA #5 for the period of July 1, 2013 through
June 30, 2018.
Section 6. Redmond Fire and Rescue is hereby granted a franchise to provide
emergency ambulance service in ASA #6 for the period of July 1, 2013 through June 30, 1 2018.! ~ Section 7. The Sisters-Camp Sherman Rural Fire Protection District is hereby
granted a franchise to provide ambulance service in ASA #7 for the period of July 1, 2013
through June 30, 2018.
Section 8. The Sunriver Fire Department is hereby granted a franchise to provide
ambulance service in ASA #8 for the period of July 1, 2013 through June 30,2018.
Section 9. The ASA Administrator shall solicit applications for renewal and
assignment of ASA's no later than May 1, 2018 and on each 5th anniversary thereafter for
purposes of timely assignment of ASA to emergency ambulance service providers.
