Present were Commissioners Alan Unger, Tammy Baney and Anthony DeBone.
Also present were Tom Anderson, County Administrator; and Erik Kropp, Deputy
County Administrator. No other citizens were present.
Chair Unger opened the meeting at 10:00 a.m.

None was offered.
3. Before the Board was Consideration of Chair Signature of Document No.
2013-502, an Intergovernmental Agreement between Deschutes County
and the Oregon Health Authority regarding Medicaid Health Services.
Tom Anderson gave an overview of the item, which involves the acceptance of
federal money through the Oregon Health Authority. Commissioner DeBone
said that evidently the amount is now known.

4. Before the Board was Consideration of Chair Signature of Document No.
2013-364, an Intergovernmental Agreement between Deschutes County
and the Oregon Health Authority regarding Behavioral Health Services
(Telecare).
Mr. Anderson stated that this is a renewal that extends the existing agreement.
Commissioner Baney added that the County does not have to be involved and
the State and the contractor can work directly together; however, the County
chooses to be involved to provide oversight.

5. Before the Board was Consideration of Chair Signature of Document No.
2013-517, an Intergovernmental Agreement between Deschutes County
and the Oregon Youth Development Division.
Mr. Anderson stated that the status of youth development services has been in
flux. Legislation was passed late in the legislative session that set up the ability
of the County to contract with the State to continue a number of ongoing
programs, such as juvenile crime prevention and community school programs.
This agreement obligates the State to provide funding until final decisions
regarding funding and programs are made.

15. ADDITION TO THE AGENDA
Chair Unger said that he had a discussion with the Transportation Commission
regarding Millican Road. Apparently the portion of the road that was not part
of the improvement project some years ago is not holding up well. It would
cost about $5 million to improve it through a STIP (State Transportation
Improvement Project). The County may need to consider some kind of
intergovernmental agreement with Crook County detailing jurisdictional
cooperation.
Being no further items discussed, the meeting adjourned at 10:20 a.m.

I wanted to let you know that the Crook County Court will soon begin discussions about
restricting truck traffic on Millican Road between Reservoir Rd. and Hwy 126. The
condition of this section of Millican Road has deteriorated to the point that it is unsafe
for trucks. We have to close this section entirely to all other traffic in order to
accommodate over width loads. In addition, there have been numerous truck crashes
involving standard trucks and with an off highway vehicle which are quite common in
this area.
As you may be aware, Millican Road has been reconstructed between Reservoir Rd. and
Hwy 20. The portion of the road between Reservoir Rd. and Hwy 126 has not been
reconstructed and is well below standards. It is far too narrow to accommodate over
width loads and the geometry of the road has caused a number of truck rollovers. The
costto reconstructthe northern portion of Millican Road is $10,470,290. To date.
between Crook County and the Federal Land Access Program we have commitments for
$4,899,732 of the necessary funding. However. we have not been able to identify a
source for the remainder of the funds. We have been repeatedly advise~d~tlYhHlafl::-t-(,JtRHi~s-----~
project will not qualify for STIP funding because it is not multimodal. It would appear
that we must assume that the project will not be funded. The result is that we do not
believe that we can continue to accommodate trucks that have been diverted from Hwy
97 to Millican Road.
Currently, it is ODOT's policy to send truckloads requiring a single trip permits over
Millican Road rather than keeping them on Hwy 97. In the last 12 months ODOT has
issued 341 single trip permits for Millican Road. If Millican could be brought up to
standards. we would have no objection to accommodating the permitted trucks as well
as the standard trucks that routinely use this road. However, as things stand today,
Crook County must consider the safety of the other users of Millican Road.
