Consideration and signature of Resolution #2013-108, transferring appropriation from General Fund
Contingency, Debt Service and Transfers Out (Community Development) to Transfers Out
(Jail Project) Fund.

BACKGROUND AND POLICY IMPLICATIONS:
Consideration of Resolution #2013-108. Resources have been identified and will be used to pay down
an inter-fund loan. Loans were made through June 30, 2010, from the Solid Waste Closure Fund to the
Jail Project Fund. Additional resources totaling $1,065,121 will be used by the Jail Project Fund to pay
down the loan.
FISCAL IMPLICATIONS:
The FY 2014 original budget includes an appropriation to transfer $465,121 from the General Fund to
Community Development to subsidize CDD's general operations. Based on actual results ofFY 2013
and projections for FY 2014, it appears such additional resources will not be required. The following
steps will be taken: 1.) The $465,121 will be transferred to the Jail Project Fund. 2.) The beginning net
working capital in the General Fund is in excess of what was estimated for FY 2014 and it has been
agreed that $500,000 of such additional resources will be transferred to the Jail Project Fund. 3).
Reclassify the $100,000 appropriation for loan repayment.

WHEREAS, attached is an e-mail requesting a transfer of appropriations, and
WHEREAS it is necessary to transfer appropriations within the Deschutes County Budget to
accommodate the request; now therefore,
BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF DESCHUTES
COUNTY, OREGON, as follows:
Section 1. That the following transfers of appropriations be made:

FROM: 001-4500-501.97-01 Deschutes County General Fund, Non-Departmental,

Please see the updated Excel file. The $100,000 appropriated for Debt Service in the General Fund should be
appropriated instead as Transfer Out so that the Jail Project Fund can pay the debt it has incurred.

A transfer of appropriation is required for the following reason and will be used for the following purpose:
The FY 2014 original budget includes an appropriation to transfer $465,121 from the General Fund to Community Development to
subsidize COD's general operations. Based on actual results of FY 2013 and projections for FY 2014, it appears such additional
resources will not be required. Instead, this amount will be transferred to the Jail Project Fund.
The beginning net working capital in the General Fund is in excess of what was estimated for FY 2014 and it has been agreed
that $500,000 of such additional resources will be transferred to the Jail Project Fund.
The FY 2014 original budget includes an appropriation for a payment from the General Fund to repay $100,000 of the loan from
Solid Waste Closure Fund. This should have been recorded as a Transfer Out to the Jail Project Fund.
Through June 30,2010, the Solid Waste Closure Fund made loans to the Jail Project Fund. The $1,065,121 of additional resources
will be used by the Jail Project Fund to pay down the loan.
