Present were Commissioners Alan Unger, Tammy Baney and Anthony DeBone.
Also present were Tom Anderson, County Administrator; Erik Kropp, Deputy
County Administrator; Chris Doty, Road Department; and Tanner Wark, Parole &
Probation; and three other citizens.
Chair Unger opened the meeting at 10:05 a.m.

None was offered.
3. Before the Board was Consideration of Signature of Resolution No. 2013-
114, Initiating the Vacation of a Portion of 18th St., Terrebonne.
Chris Doty said that a road can’t be constructed in this location, which is mostly
a cliff. The adjacent property owner has asked that the road right of way be
vacated to allow him better access to his property. The two adjacent property
owners could split the property but one has consented to letting the other party
have it since it is not accessible except to the other party. This will put this
property back on the tax rolls.
Commissioner DeBone asked about access. Mr. Doty replied it would be from
NE 1st St. to the east. The area is fully developed and all properties have proper
access. There is 100% agreement to the vacation so no hearing is needed.

Vacating a Portion of 18th St., Terrebonne.

5. Before the Board was Consideration of Board and County Administrator
Signature of Document No. 2013-631, a Collective Bargaining Agreement
between Deschutes County and the Federation of Oregon Parole and
Probation Officers.
Erik Kropp and Tanner Wark came before the Board. Mr. Kropp said FOPPO
represents 22 positions in Parole and Probation . He gave an overview of the
bargaining process, which resulted in mediation but no agreement. One
sticking point was a paid ½ hour lunch period when no others get this.
Since P&P is part of public safety, they are strike prohibited , so the contracts
have to go to binding arbitration. The arbitrator has to select one of the whole
packages as submitted by the parties. Ultimately, the arbitrator selected the
County’s package for three years, with a COLA similar to others and based on
the CPI, and a few other changes.
This contract largely mirrors the Sheriff’s Association contract. The bargaining
team did a good job during this lengthy process.
Mr. Wark said they are excited to be done with this work and look forward to
developing a different strategy in the future.

Commissioner Baney asked if both sides want to work on this differently. Mr.
Wark stated that he believes both parties want communication to be better next
time.

11. ADDITIONS TO THE AGENDA
The Board reviewed the latest County College, whose attendees graduated last
night. All involved indicated they were impressed by what they learned.
Being no further items discussed, the meeting adjourned at 10:20 a.m.
