Official Review: County Signature Required (check one): [gj SOCC 0 Department Director (if <$25K) o Administrator (if >$25K but <$150K; if >$150K, soce Order No. ____-' Legal Review ~ Date /(-/\.-(){}U Document Number 2013-636 11113/2013 ~·itJ~f..$<~L'J f.. r C{J&f wJ~ MEMORANDUM OF UNDERSTANDI,NG (MOU) RELATING TO A TENTATIVE AGREEMENT FOR A SUCCESSOR CBA BY AND BETWEEN SUNRIVER SERYICE DISTRICT AND SUNRIVER POLICE OFFICERS ASSOCIATION The purpose of this MOU is to memorialize the tentative agreement associated with the successor Collective Bargaining Agreement (CBA) reached between Police Chief Marc Mills, on behalf of the Sunriver Service District, and Sunriver Police OfFicers Association President Evan Kennedy. This Tentative Agreement (TA) is subject to ratification by the parties' constituents . The terms of the TA are as follows: TERM: The term for the successor CBA between the parties will be July 1, 2013 through June 30, 2016. WAGES: 2013-2014 $1,875 lump sum payment. In addition, the salary steps and wage scale in effect on June 30, 2013 will be continued for the period July 1,2013, through June 30, 2014 . (Appendix A) This lump sum amount will be paid to all Association represented employees who are represented by the SRPOA as of the date of ratification of this TA by the SRPOA. This amount will be paid to all eligible SRPOA represented employees by no later than June 1, 2013. 2014-2015 Effective July 1, 2014, the salary steps and wage scale in effect on June 30, 2014, will be increased across-the-board by a one and one-half percent (1 .5%) increase to wage scale (Appendix A) 2015-2016 Effective July 1, 2015, the salary steps and wage scale in effect on June 30, 2015, will be increased across-the-board by a one and one-half percent (1.5%) increase to wage scale (Appendix A) PAGE 1 -SSD/SRPD AND SRPOA MEMORANDUM OF UNDERSTANDING DC 2 013 · 636 COMPENSATORY TIME: The parties agree to add the following language to the contract (Article 12.5) ARTICLE 12.5 (Replace existing 12.5 with this language) Comp time: An employee may elect to be compensated for overtime worked in cash, or by accruing compensatory time off. Compensatory time off shall be earned at one and one-half times (1.5x) the overtime hours worked but shall not exceed a maximum of forty-eight (48) hours accrued at any time. A. Compensatory time will be taken off by the employee at times which do not disrupt operations or cause the Department undue hardship or otherwise avoidable overtime expense. Scheduling of compensatory time must be approved by the on duty Sergeant. or the Chief of Police. B. Any overtime worked by an employee who has the maximum forty eight (48) hours of compensatory time accrued shall be paid as overtime. C. Once an employee requests compensatory time off, and that compensatory time off is approved, the employee cannot opt out of their compensatory time off request. D. Upon separation from employment with the Service District, accrued compensatory time will be paid to the employee at the final regular rate earned by the employee. WELLNESS PROGRAM: Article 29.1 shall be modified as follows: The District shall continue to provide three (3) local club memberships for Employees to use, at no cost to the Employee. Employees using another athletic facility, may opt for the District to pay a set amount each month towards their membership in the athletic facility, which will be designated by the Chief of Police. Employees must provide proof of membership each year to the Chief of Police. RETENTION OF ALL OTHER EXISTING CONTRACT LANGUAGE: PAGE 2 -SSD/SRPD AND SRPOA MEMORANDUM OF UNDERSTANDING All other existing contract language will be rolled into the successo contract except as modified above and applicable date changes. Chief Mills and Evan Kennedy will affirmatively recommend to their Board's that this Tentative Agreement be approved.
