Present were Commissioners Alan Unger, Tammy Baney and Anthony DeBone.
Also present were Tom Anderson, County Administrator; Erik Kropp, Deputy
County Administrator; Paul Blikstad, Community Development; Laurie Craghead,
County Counsel; and four other citizens.
Chair Unger opened the meeting at 10:00 a.m.

3. Before the Board was Consideration of Board Signature of Order No.
2013-052, Declaring the Results of the Election Held on November 5, 2013
for the Formation of the Alfalfa Fire District.
Laurie Craghead said this is the final step in the formation of this district. This
was a strong grassroots effort and the residents did their work well.
Commissioner Baney stated that this was no easy feat and she appreciates the
efforts of the community and Counsel for her guidance. Commissioner DeBone
found the process interesting and a great opportunity for public debate. This
also acknowledges the need for fire protection in the unprotected areas of the
County. Chair Unger added that the other districts have stepped up to offer help
to work towards this being a successful endeavor.

4. Before the Board was a Public Hearing and Consideration of a Decision on
Document No. 2013-617, an Application (File No. SOP-13-1) from the
Oregon Department of Transportation for a Special Operating Permit to
Conduct Road Improvements on Highway 97 between the Hours of 10:00
p.m. and 7:00 a.m., from April through October of 2014.
Chair Unger opened the hearing. Paul Blikstad gave a brief overview of the
item. Approval is recommended for this nighttime work. Notice was sent out
to property owners along this part of the highway, and no comments were
received. It is not a land use issue and no notice was required, but they did it
anyway.
Chair Unger asked if there is any conflict since he is on the transportation
commission that deals with ODOT. Ms. Craghead said that there is no problem
with this as long as there are no financial implications. Community
Development is used to handling permits and therefore this fell to them.
Jay Davenport, ODOT, Bend Construction Office. Preservation project to
address road conditions between Bend Redmond. It is a grind and inlay project
and the installation of barriers around Deschutes Market Road, along with
signage and striping. Road work will start in June and end by September.
They need to do roadwork at night due to the volume of traffic on the highway
during the day.
Commissioner DeBone asked if the work is needed because of studded tires.
Mr. Davenport said it is a combination of this, plus weight and the number of
vehicles. However, he feels studded tires cause a lot of wear, but loads are
heavier now as well. Some sections may become candidates for concrete
paving in future years.

Chair Unger stated that there are issues regarding access and turn -arounds, and
how to provide this in a safer manner. And some locations, such as mobile
home parks along the highway, need better access as well.
No other testimony was offered, so the hearing was closed.
