Also present were Tom Anderson, County Administrator; Chris Doty and George Kolb, Road Department; Susan Ross, Property & Facilities; Peter Russell, Community Development; and four other citizens including media representative Elon Glucklich of The Bulletin. Chair Baney opened the meeting at 10:00 a.m. 1. PLEDGE OF ALLEGIANCE 2. CITIZEN INPUT None was offered. 3. Before the Board was Consideration of Board Signature of Resolution No. 2014-001, Initiating the Legalization of Tetherow Road. George Kolb gave an overview of the item. They are working with ODOT to have Tetherow Bridge replaced, and found that there is no legalized center line to the road. This needs to be done before the project can proceed. They may move the new bridge to the north and keep the other one in place. UNGER: Move approval, subject to review. DEBONE: Second. VOTE: UNGER: Yes. DEBONE: Yes. BANEY: Chair votes yes. Before the Board was Consideration of Board Signature of Order No. 2014-001, Setting a Hearing Date of February 26 for the Legalization of Tetherow Road. Mr. Kolb explained that this is the second step of the legalization process. The final step is the public hearing on February 26. DEBONE: Move approval. UNGER: Second. VOTE: DEBONE: Yes. UNGER: Yes. Before the Board was Consideration of Signature of Document No. 2014- 001, an Agreement on the Local Bridge Program Project – Tetherow Road/Deschutes River Bridge Replacement. Mr. Kolb said that this is the local agency agreement outlining the work and responsibilities of the parties. UNGER: Move approval. DEBONE: Second. VOTE: UNGER: Yes. DEBONE: Yes. Before the Board was Consideration of Signature of Documents Nos. 2014- 005, 006, 007 and 008, Bargain and Sale Deeds and Acceptance of Deeds for Lot Line Adjustments with Oregon State University for Property on Bend’s West Side. Susan Ross gave an overview of the items, which have the County deeding and receiving various properties. There is a three-way swap underway, between Robinson Company, OSU-Cascades and the County. Commissioner Baney asked for an explanation of the transfers. Ms. Ross said it is a straight-across exchange with no cash changing hands. The amount of land is small and will help to resolve some encroachment issues due to terrain. Approval of Minutes:  Business Meetings: December 11 and 16, 2013  Work Sessions: December 16 and 30, 2013 CONVENED AS THE GOVERNING BODY OF THE 9-1-1 COUNTY SERVICE DISTRICT 9. Before the Board was Consideration of Approval of Weekly Accounts Payable Vouchers for the 9-1-1 County Service District in the Amount of $49,680.52 (two weeks).
