PUBLIC HEARING ON THIS DATE? NO BACKGROUND AND POLICY IMPLICATIONS: Consideration of Resolution #2014-002. The Personnel category in the Behavioral Health Fund will be increased by $193,244 due to the addition of two Behavioral Health Specialist II positions (2.00 FTE) and one Public Health Nurse I position (.50 FTE). A significant increase in clients using Oregon Health Plan services is expected beginning in January 2014. This need was not anticipated when the FY 2014 original budget was adopted. FISCAL IMPLICATIONS: A transfer of appropriation from Contingency to Personnel for $193,244 is necessary. RECOMMENDATION & ACTION REQUESTED: Approval and signature of Resolution #2014-002. The BHS II's are added to assure we have adequate service capacity to meet increased client demand resulting from the 2014 Medicaid expansion. We are expecting an increase in OHP membership of 5,333 in calendar year 2014 with 50% of these members joining in the first quarter of calendar year 2014.The .50 PHN I is added to assure we have adequate capacity for our Child & Family programs. I Erik Kropp/Tom Anderson and BOCC approved these positions on December 3,2013. These position will be hired in February 2014.
