PUBLIC HEARING ON THIS DATE? No BACKGROUND AND POLICY IMPLICATIONS: Provide Deschutes County with necessary Banking Services. These services include depository, checking, investment and merchant services (credit card processing). FISCAL IMPLICATIONS: The revenue from interest earnings has been budgeted. Expenditures from merchant services (credit card processes) are budgeted to those departments who utilize this service. RECOMMENDATION & ACTION REQUESTED: Please see attached "Summary ofRFP Banking Services Procedures". The Banking Services evaluation committee unanimously makes the recommendation to continue banking services with Bank of the Cascades. We recommend that the Board of County Commissioners approve the award of contract for Banking Services to Bank of the Cascades. ATTENDANCE: Cheryl Circle and Christina Partain, Finance Department DISTRIBUTION OF DOCUMENTS: See attached for contact information Original -Bank of the Cascades Copies -Sterling Bank, Umpqua Bank, US Bank, and Wells Fargo Summary ofRFP Banking Services Procedures Requests for Proposals for banking services for a period of not less than five (5) years and which will provide for one (1) two-year extension were mailed to all local banks in November, 2013. The RFP proposals were due on December 31, 2013 with proposals submitted by Bank of the Cascades, Sterling Bank, US Bank, Umpqua Bank, and Wells Fargo. Members of the banking services committee were Wayne Lowry, Cheryl Circle, Christina Partain, Loni Burk, and Debbie Parrett. The evaluation criteria consist of the following: l. Cost of service; overall cost to provide the most efficient means to manage the County's cash assets. 55% 2. Services provided; ability to provide all of the minimum requirements and a proven record of technological capabilities, with plans for continued advancement I innovation. Accessibility to branches and services. 25% 3. Communication and interpersonal skills; ability to be responsive on an ongoing basis; a track record of effective working relationships with clients. Desirable to have existing public sector clients with record of positive relationships. Understanding the nature and scope of the work involved and being able to present an effective response to accomplish the work. 15% 4. Cost and effort impact on the County required implementing changes proposed by the bank. 5% 5. Financial condition; stability of current conditions and proven track record of effective management decisions. (Rating is acceptable or unacceptable). AIU The banking services committee met on January 8, 2014. The proposals were distributed and it was determined that the fee schedules for services would need additional analysis, that each member review the proposals for services provided and that references would be contacted to determine the relationship of the banking representatives with current clients. The committee reconvened January 1 t h 2014. The additional cost analysis was presented as well as the reference checks. The committee decided to have scoring of the proposals completed by January 22 nd and meet again on January 23 rd , 2014. Summary ofRFP Banking Services Procedures During this meeting the scoring results of all committee members were reviewed and compiled. Scoring was based on 1 -100, with 100 being the highest score and 1 being the lowest score. Following the guidelines of the evaluation criteria, the results are as follows: Bank of the Cascades 92.7 U. S. Bank 82.7 Wells Fargo 74.1 Sterling Bank 60.8 Umpqua Bank 57.1 The banking services committee made the recommendation to continue banking services with Bank of the Cascades. The Board of County Commissioners determined that the successful proposer for the contract was Bank of the Cascades of Bend, Oregon. This Notice of Intent to Award Contract is issued pursuant to Oregon Revised Statute (DRS) [specify 279B.135 for contracts other than public improvements or 279C.375 for public improvements]. A copy of this Notice is being provided to each firm or person that submitted a bid or proposal for the contract. Any firm or person which believes that they are adversely affected or aggrieved by the intended award of contract set forth in this Notice may submit a written protest within seven (7) calendar days after the issuance of this Notice of Intent to Award Contract to the Board of County Commissioners of Deschutes County, Oregon, at Deschutes Services Building, 1300 NW Wall Street, Bend, Oregon 97701. The seven (7) calendar day protest period will expire at 5:00 PM on February 5,2014. Please refer to Oregon Administrative Rules (OAR) 137-049-0450 for construction contracts or OAR 137-047-0740 for contracts other than construction. If a protest is filed, a hearing will be held at 10:00 a.m. on 12th day of February 2014 before the Board of County Commissioners of Deschutes County Oregon, acting as the Contract Review Board, in the Deschutes Services Building, 1300 NW Wall Street, Bend, Oregon 97701. If no protest is filed within the protest period, this Notice of Intent to Award Contract becomes an Award of Contract without further action by the County unless the Board of County Commissioners, for good cause, rescinds this Notice before the expiration of the protest period. The successful bidder or proposer on a Deschutes County contract is required to execute four (4) copies of the Contract, which will be provided when the contract is negotiated. In addition to the execution of Contract, the contractor will be required to provide one or more certificates of insurance together with endorsements naming Deschutes County as an additional insured. All contract copies will need to be returned to the County for execution. After all parties have signed the contract, a copy of the contract will be forwarded to you along with a notice to proceed.
