TITLE OF AGENDA ITEM:
Consideration and signature of Resolution #2014-015, transfer of appropriation in the Deschutes
County Behavioral Health Fund.

BACKGROUND AND POLICY IMPLICATIONS:
Consideration of Resolution #2014-015. The Personnel category in the Behavioral Health Fund will be
increased by $142,939. The Behavioral Health Department will hire a Psychiatric Nurse Practitioner
(1.00 FTE) to reduce the wait time for families with an immediate need for care. This decision is in
lieu of establishing a contract with practitioners outside of the County.
FISCAL IMPLICATIONS:
A transfer of appropriation from Materials & Services to Personnel for $142,939 is necessary.
RECOMMENDATION & ACTION REQUESTED:
Approval and signature of Resolution #2014-015.

Within the Various Funds of the 2013-2014 RESOLUTION NO. 2014-015 *
Deschutes County Budget and Directing Entries *
WHEREAS, attached is a request from the Behavioral Health Department requesting a transfer
of appropriations, and
WHEREAS it is necessary to transfer appropriations within the Deschutes County Budget to
accommodate the request; now therefore,
BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF DESCHUTES
COUNTY, OREGON, as follows:
Section 1. That the following transfers of appropriations be made:

This appropriation transfer request is to add a 1.0 Psychiatric Nurse Practitioner as a regular fte and decrease our
contract for therapists.
There is a cost benefit to our department to hire this service as an fte rather than a contract. As an fte we gain in the
I number of hours the service is provided, we secure a medical provider lessening the risk of losing a contract and we
reduce the wait time for families with an immediate, essential need for care.

Tom Anderson approved this fte increase on January 16, 2014 For health benefits trust purposes, this fte increase is
effective February 1, 2014.
! Teri -please add fte to FY 14 (step 8) and FY 15.
