PUBLIC HEARING ON THIS DATE? NO. BACKGROUND AND POLICY IMPLICATIONS: Deschutes County Clerk's office requests certain personal property be declared surplUS. The Clerk's office no longer uses certain equipment. The equipment would be donated to an organization in compliance with County Code Section 2.37.110 (7) or be disposed of under Deschutes County Code Section 2.37.11O(B), Disposal of Property with Minimal Value. Deschutes County Clerk's office has two election ballot envelope sorting hutches that are no longer utilized. These items were built in-house, many years ago. There are no records of what the units cost to construct and they are approximately twenty years old. They were used to hand-sort ballot envelopes by precinct. The County now has a Bell Howell Mail Sorter that precinct sorts the ballot envelopes automatically while taking a digital image of the signature side of the ballot envelope for signature verification. The Clerk's office does have a third unit that is still used. There is no book value to the hand-sorting hutches being proposed to be declared surplus. FISCAL IMPLICATIONS: None. RECOMMENDATION & ACTION REQUESTED: Recommend approval and signature of Resolution No. 2014-025, Declaring certain personal property surplus and directing disposition. ATTENDANCE: Nancy Blankenship, County Clerk DISTRIBUTION OF DOCUMENTS: Please return a copy of the signed Resolution to Nancy Blankenship, County Clerk. _I.REVIEMdJ.?t/(;;..,.L , r LEGAL COUNSEL· For Recording Stamp Only BEFORE THE BOARD OF COUNTY COMMISSIONERS OF DESCHUTES COUNTY, OREGON A Resolution Declaring Certain Personal Property * Surplus and Directing Disposition. * RESOLUTION NO. 2014-025 * WHEREAS, certain personal property described as two election ballot envelope sorting hutches as used election equipment owned by Deschutes County are no longer needed by Deschutes County; and WHEREAS, the Board of County Commissioners (the "Board") finds it to be in the public interest to sell or donate the personal property described as two election ballot envelope sorting hutches to a government organization that serves voters or to dispose of said equipment, now, therefore, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF DESCHUTES COUNTY, OREGON, as follows: Section 1. The personal property described as two election ballot envelope sorting hutches are hereby declared to be surplus property of Deschutes County. Section 2. The Deschutes County Clerk will sell or donate the equipment to an organization in compliance with County Code Section 2.37.110(A)(7) or dispose of the equipment in compliance with County Code Section 2.37.l10(B). Section 3. The County Clerk is authorized to sign documents to transfer ownership. Section 4. This resolution shall take effect immediately upon its adoption and signing by the Board of County Commissioners. DATED this __day of February, 2014.
