TITLE OF AGENDA ITEM:
Consideration and signature of Resolution #2014-020, appropriating a new grant in the Parole &
Probation Fund.

BACKGROUND AND POLICY IMPLICATIONS:
Consideration of Resolution #2014-020. The Parole & Probation Fund was awarded a grant in the
amount of$458,143. This award will be used to fund a Parole & Probation Supervisor (1.00 FTE)
through June 30, 2015 as well as increase access to services for family drug court participants. The
balance of the grant funds will be appropriated in the FY 2015 budget for the same purpose.
FISCAL 1M PLICA TIONS:
The County will receive an additional $458,143 from the State of Oregon. This funding will provide
additional resources not included in the FY 2014 Adopted Budget.

to the Deschutes County 2013-2014 Budget RESOLUTION NO. 2014-020 *

WHEREAS, Deschutes County Parole & Probation Department will receive new State grant
revenue totaling $458,143; and
WHEREAS, these new grant funds need to be appropriated; and
WHEREAS, ORS 294.326(2) allows the appropriation and expenditures of new grant funds
designated to specific purposes; now, therefore,
BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF DESCHUTES
COUNTY, OREGON, as follows:

Funds were granted to the department from the Justice Reinvestment Grant Program to help pay for community based sanctions and services, as
well as personnel to support the programs. Funds will be used to pay for one (1) PO Supervisor position, as well as programs to be supported by
this position. Funds are awared for the 2013-2015 biennium, therefore a large portion of the grant will be placed in contingency to pay for services
and personnel in FY 14-15. Expenditures have been prorated for this FY. See attached grant fund documents for further detail.

Deschutes County Justice Reinvestment Grant Program Plan
Our program within Parole and Probation is going to focus on three populations of felons. All offenders
who are recommended and approved to the 90 day ST1t program will be targeted re-entry into the
community. (Currently Deschutes P&P has a 70% SITL prison release approval rate for 2013) We Intend
to focus on the 90 day AlP population which will be provided supervision services, treatment services and
other offender subsidies. These two populations will be co-Iocated on a PO's caseload for supervision
and case management services. These offenders will received a LS/CMI assessment and have a
developed case plan. This officer will conduct re-entry planning with the Institution counselors. The
third population will be focused on the counties dispositional departures. The department will conduct
LS/CMI's on Identified pre-sentenced offenders who are being ronsidered for a dispositional
departure. These assessments will be shared with the DA's office, the Court, jail programming staff, and
those officers who are supervising these departure cases. The District Attorney's office had approximately
169 dispositional departure cases for the last 12 months. Treatment services will be focused on this
population. This officer will also conduct LS/CMI's on those offenders who have yet to be released from
jail custody. Information gathered during release planning will be shared with jail programs staff for In
custody treatment services provided by the jail. Administrative capacity will be induded In the funding
request to supervise and manage program staff related to the JRP program, this position will also be
reporting out on all future program reqUirements, and any Implementation of new OAR's related to the
JRP funds.
The second part of the request Is to use funds for Deschutes County Family Drug Court. Deschutes
County Family Drug Court (DCFOC) Is a court-supervised, Intensive treatment program serving parents in
Deschutes County who have current or pending criminal charges, and have had their children removed
from their custody or are at risk of having their children removed as a result of substance
abuse. Upwards of 75% of drug court participants fall within the target population of HB 3194,
defendants who can be diverted from a sentence to State Prison. Of the current FOC caseload 20% have
or will be on a downward departure sentence, 8% are currently on post-prison supervision, and an
average 400/0 -50% have received a conditional discharge deferring a presumptive prison sentence If
they successfully rornplete the program.
Funds provided through the Justice Reinvestment grant will enable DCFDC to (1) fund a 1.0 FTE Certified
Recovery Mentor, and to (2) Increase access to wraparound services for family drug rourt partldpants.
Utilization of funds received will be tracked by the FDC Program Coordinator and reported to the County
on a quarterly basis. Data collected will Include the number of Individuals served by category (I.e. post
prison/downward departure/conditional discharge), services provided by unit, and participant outcomes.
Use of wraparound funds will be limited to support services to Individuals Identified as high risk/high
needs who are on post-prison supervision, downward departure, or on a conditional discharge with a
presumptive sentence of prison time.
Ten percent of the funds will be allocated to a Deschutes County non-prOfit
Quality Services Performed with Pride

Deschutes County's initial funding award is $642,383 for the 2013-2015 biennium.
Justice Reinvestment Grant Program funds must be spent on community-based sanctions, services and programs.
