Consideration and signature of Resolution #2014-021, transfer of appropriation in the Deschutes
County Community Development Fund.

BACKGROUND AND POLICY IMPLICATIONS:
Consideration of Resolution #2014-021. The Personnel category in the Community Development Fund
will be increased by $78,378. The Community Development Department will hire a Building Safety
Inspector II (1.00 FTE) to accommodate the increasing volume of inspections.
FISCAL IMPLICATIONS:
A transfer of appropriation from Contingency to Personnel for $78,378 is necessary.
RECOMMENDATION & ACTION REQUESTED:
Approval and signature of Resolution #2014-021.

Deschutes County Budget and Directing Entries *
WHEREAS, attached is a request from the Community Development Department requesting a
transfer of appropriations, and
WHEREAS it is necessary to transfer appropriations within the Deschutes County Budget to
accommodate the request; now therefore,
BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF DESCHUTES

Hi Wayne, Lacy & Jeanine,
Per Teri's message below, I am writing to request Finance prepare to transfer appropriation for a new Building Inspector II,
Step 2 in CDD.
The purpose of this position is to replace an on-call Building Inspector with a full-time Building Inspector II. The current
on-call staff has been working full time for Deschutes County since approximately June I, 2013 with a full-time Building
Inspector n position.
This on-call position was initially created to provide contract building services on behalf of Deschutes County to the City of
Sisters for 4-hours per day, 4-days per week per an IGA between the City and County adopted in January 2013. The
duration of the contract is 3 years.
The significant increase in building-related development activity in the City of Sisters and in unincorporated Deschutes
County has caused the Building Division to utilize this on-call staff services on a full time basis. In addition, with expected
building inspector retirement(s) over the next 1-2 years, this position will provide a continuity in building services as staff
transitions occur.

Subject: Addition of 1.0 FTE
Attached is the calculation for the additional FTE and the appropriation transfer request form.
The position will be budgeted for 12 months even though it will only be filled for five months. The
purpose of this is to provide comparability between fiscal years for management and the budget
committee. Health Insurance will only be charged for five months on this position.

Please have Nick review the attached and then, if satisfied, request a resolution be prepared to
transfer appropriation for this new position by emailing the forms to Wayne Lowry, Lacy Nichols
and Jeanine Faria with a short explanation.

A transfer of appropriation is required for the following reason and will be used for the following purpose:
A building safety inspector is required to accommodate the increasing volume of inspections. Tom Anderson approved the
addition of a 1.00 FTE for this purpose on 1/28/2014.
The position is anticipated to be filled by February 1, 2014.
