Public Hearing and Consideration of Order No. 2014-008, Ordering an Exchange of Real Property with
Partners in Care, Inc., and Documents to Perfonn Exchange

BACKGROUND AND POLICY IMPLICATIONS:
On January 29, 2014, Deschutes County declared by resolution an intent to exchange property with
Partners In Care, Inc. (Hospice). County will convey a 1.14-acre parcel on Courtney Drive in Bend,
Oregon, and will receive a 1.14-acre parcel at the comer of Connors Drive and 27th Street, Bend,
Oregon. By State Statute and County Code, a public hearing is required to hear any opposition to the
exchange. The Partners in Care parcel was independently appraised at $470,000 in November 2013.
The County parcel was appraised at $445,000 on the same date. No additional funds or consideration is
to be made (a straight-across exchange).
FISCAL IMPLICATIONS:
None.

1. Board Signature of Order No. 2014-008, Ordering an Exchange of Property
2. Board Signature of Document No. 2014-143, Accepting Bargain & Sale Deed from Partners in Care,
Inc.
3. Board Signature of Document No. 2014-144, Bargain & Sale Deed Conveying Property to Partners
in Care, Inc.

BEFORE THE BOARD OF COUNTY COMMISSIONERS OF DESCHUTES COUNTY, OREGON
An Order Providing for Deschutes County to *
Exchange Real Property Pursuant to ORS 271.310 * ORDER NO. 2014-008
and Deschutes County Code Chapter 11.08. *
WHEREAS, ORS 271.310 and Deschutes County Code Chapter 11.08 provide that Deschutes County
may exchange real property, and
WHEREAS, on January 29, 2014, the Board of County Commissioners ("Board") declared its intent to
exchange real property with Partners In Care, Inc., an Oregon non-profit corporation, and
WHEREAS, a duly noticed hearing before the Board was held on March 12,2014, and no objections
were filed, and
WHEREAS, the Board finds that the exchange of the real property generally described herein in Exhibit
"A" attached hereto and incorporated herein by reference, is in the best interest of Deschutes County; now,
therefore,
THE BOARD OF COUNTY COMMISSIONERS OF DESCHUTES COUNTY, OREGON, HEREBY
ORDERS as follows:
Section 1. That the real property generally described in Exhibit "A" be exchanged by Deschutes County
with Partners in Care, Inc.
Section 2. That the Deschutes County Property & Facilities Director is authorized to take those actions
reasonably necessary to implement this Order and shall prepare for Board signature the Deeds in accordance
with this Order.
