TITLE OF AGENDA ITEM:
Consideration of Board approval of Resolution 2014-031 regarding the Transportation Capital
Improvement Plan program for FY 15 through FY 19.

BACKGROUND AND POLICY IMPLICATIONS:
Resolution 2014-031 establishes a 5-year Transportation Capital Improvement Plan (CIP) project
list as required by County Code section 12.52.010. The list has been created based on staff
recommendations of system needs utilizing the high priority projects contained within the 20-
year Transportation CIP (approved via Resolution 2013-020) and other known project needs.
In a work session held on February 12, 2014, the BOCC reviewed and discussed project details
and provided direction and affirmation regarding the list that is presented in Resolution 2014-
031.
As noted within the Resolution, the list serves as a guide in making expenditures for capital
construction and transportation system improvements in County right-of-way.
FISCAL IMPLICATIONS:
The CIP program is funded via a combination of federal Secure Rural Schools (SRS) and
Payment in Lieu of Taxes (PILT) program funds as well as locally generated System
Development Charges. The CIP project list represents projects that can be constructed with
existing reserves and estimated capital project funding through the 5-year period. Resources for
capital construction are appropriated via the annual budget process.
RECOMMENDATION AND ACTION REQUESTED:
Approval, with suggested motion: “I move to authorize Board signature of Resolution 2014-031,
establishing a 5-year Transportation Capital Improvement Plan project list.”

WHEREAS, the Transportation Capital Improvement Plan (CIP) is a tool which the Road Department
uses for prioritizing and scheduling transportation system improvements, such as intersection improvements,
modernization projects, new road segment construction, forest highway improvements, bicycle and pedestrian
improvements, and bridge improvements/replacement; and
WHEREAS, the CIP is intended to give consistency to the decision making process at the policy level
and specific direction to the Road Department whereby the limited resources available for capital improvements
can be appropriately applied to the County's transportation system;
WHEREAS, CIP projects are funded via Road Department capital funds consisting of System
Development Charges and other capital resources; now, therefore,
BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF DESCHUTES
COUNTY, OREGON, as follows:
Section 1. The Transportation Capital Improvement Plan, Exhibit "A" attached hereto and by this
reference incorporated herein, is hereby adopted as the policy of the Board of County Commissioners relating to
the planning, design and construction scheduling of capital improvements including intersection improvements,
modernization projects, new road segment construction, forest highway improvements, bicycle and pedestrian
improvements, and bridge improvement/replacement for Fiscal Year 2015 through Fiscal Year 2019. All
expenditures continue to be subject to the annual budget appropriation process.
Section 2. This resolution shall take effect upon its adoption.
