PUBLIC HEARING ON THIS DATE? NO. BACKGROUND AND POLICY IMPLICATIONS: Deschutes County Clerk's office requests certain personal property be declared surplUS. The Clerk's office no longer uses certain mail opening equipment. The equipment would be donated to an organization in compliance with County Code Section 2.37.110 (A)(7) or be disposed of under Deschutes County Code Section 2.37.11O(B), Disposal of Property with Minimal Value. Deschutes County Clerk's office has two Pitney Bowes mail opening machines that were replaced with new NeoPost mail opening machines last fall by State Elections through Help America Vote Act funds. The Pitney Bowes machines were purchased, one in 1987, and, one in 2002, new. There is no value to the machines being proposed to be declared surplus. FISCAL IMPLICATIONS: None. RECOMMENDATION & ACTION REOUESTED: Recommend approval and signature of Resolution No. 2014-036, Declaring certain personal property surplus and directing disposition. REVIEWED LEGAL COUNSEL For Recording Stamp Only BEFORE THE BOARD OF COUNTY COMMISSIONERS OF DESCHUTES COUNTY, OREGON A Resolution Declaring Certain Personal Property * Surplus and Directing Disposition. * RESOLUTION NO. 2014-036 * WHEREAS, certain personal property described in Exhibit I as used election equipment and supplies owned by Deschutes County are no longer needed by Deschutes County; and WHEREAS, the Board of County Commissioners (the "Board") finds it to be in the public interest to sell or donate the personal property described in Exhibit I to a government organization that serves Deschutes County voters, now, therefore, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF DESCHUTES COUNTY, OREGON, as follows: Section I. The personal property described in Exhibit lare hereby declared to be surplus property of Deschutes County. Section 2. The Deschutes County Clerk will donate the equipment to an organization in compliance with County Code Section 2.37.11O(A)(7) or dispose of in compliance with County Code Section 2.37.110(B). Section 3. The County Clerk is authorized to sign documents to transfer ownership. Section 4. This resolution shall take effect immediately upon its adoption and signing by the Board of County Commissioners. DATED this 2nd day of April, 2014.
