The Deschutes County Sheriff’s Office is requesting the Board of Commissioners’ approval to submit a
grant application on behalf of the County. A summary of the grant opportunity follows.
Program: Pre-Disaster Mitigation Grant FY14 - Natural Hazards Mitigation Plan Update
Oregon Emergency Management (OEM) and Oregon Partnership for Disaster Resiliency (OPDR) are
applying for FEMA Pre-Disaster Mitigation funds to update hazard planning throughout the state of
Oregon. The Sheriff’s Office is a sub-grantee and will utilize services from the OPDR to update the
county’s Natural Hazards Mitigation Plan (NHMP).
NHMP is a critical tool to assist counties with emergency planning, hazard identification, and
prioritization of hazard mitigation projects. This document can also be utilized in land use planning,
publics work engineering, and building code development. Additionally, a current NHMP is required to
qualify for FEMA pre-disaster mitigation funds. Deschutes County’s NHMP expires in 2015.
OPDR will utilize their expertise and staff to facilitate, develop, and publish the NHMP. Deschutes
County staff and cooperators will provide staff time, which will be considered the required match. The
grant funds 75% of the project and the county is required to provide a 25% match. Deschutes County has
a Natural Hazards Mitigation Plan committee consisting of emergency management, county forester,
community development, county GIS, Oregon Department of Forestry, representatives from the cities of
La Pine and Sisters, and community. Deschutes County has received commitment from the City of
Redmond and is seeking commitment from the City of Bend to collaborate on this project.
The goal of this project is to develop a comprehensive document that not only meets state and federal
requirements, but a useful document to facilitate decision making and project identification throughout
Deschutes County as it relates to disaster mitigation.
Funding Agency: Federal Emergency Management Agency through the Oregon Office of Emergency
Management. On May 15, 2014, OEM issued a state-wide notice that the application period is open until
June 6th.
Due Date: Application: June 6, 2014
Amount: Approximately $30,000
Matching Funds: Approximately $10,000 (In-Kind)
Duration: July 1, 2014 through April 30, 2015
Background: If the County is awarded the funds, OEM will issue a formal grant document which
will be presented to the Board/County Administrator for signature.
Reporting: Sgt. Garibay, the Deschutes County Emergency Manager, will assist OPDR with
reporting requirements.
