HomeMy WebLinkAboutDoc 328 - SO JAG Grant Application To: Deschutes County Board of Commissioners From: Captain Erik Utter Date: June 4, 2014 Subject: Proposed Grant Application for the Deschutes County Sheriff’s Office Commissioner/County Administrator Approval: Date: The Deschutes County Sheriff’s Office is requesting Board of Commissioner approval to submit a grant application on behalf of the County. A summary of the grant opportunity follows: Program: 1. Scout Portable Alert System Purchase The Sheriff’s Office will purchase a special portable alarm for certain victims of crimes, including domestic violence victims and businesses that have been repeatedly burglarized. The alarms will send a signal directly to the police radios for an immediate response by law enforcement. Alarm companies, such as ADT, used to provide a similar service for no charge but have discontinued their programs. The Sheriff’s Office, primarily through the Detective Division, will work with the District Attorney Office’s Victim’s Assistance Program to identify domestic violence victims who would need temporary use of the alarm. In addition, the Detective Division Captain will work with his personnel to place the alarms in strategic locations, such as high crime areas. The Sheriff’s Office will be able to purchase four alarms with grant funds. 2. “Flash Upgrade” Purchase The Sheriff’s Office will purchase software allowing for a flash upgrade of existing radios owned by the DCSO. The upgrade will allow the user to select the option to encrypt radio transmission. This is a feature that can be used by special teams, such as SWAT and Investigations, during certain incidents requiring private communications or when law enforcement must transmit sensitive information. The Sheriff’s Office will be able to purchase the upgrade for twenty-six radios. (Each upgrade must be purchased separately for each radio.) 3. APX 7000 Portable, Dual Band Radio The Sheriff’s Office will purchase one radio. The radio will be issued to the Detective Captain. The Detective Captain oversees specialized investigative teams, as well as the Deschutes County Search and Rescue division. This radio will have encryption software, which is an upgrade over the current radio assigned to this position. This technology will allow the Detective Captain to assist and oversee incidents his investigations unit is involved with that require encrypted radio transmissions. The radio will also provide him with VHF communications that will enable him to assist and oversee incidents his SAR staff may be involved with where communications utilize VHF frequencies. This provides the Detective Captain with interoperability options his current portable radio does not provide. Funding Agency: Bureau of Justice Assistance Edward Byrne Memorial Justice Assistance Grant (JAG) Program Due Date: The application must be submitted by June 10, 2014. If funds are awarded, the award document will be submitted to the County Administrator for signature. Amount: $23,640.00 Matching Funds: None Duration: Two years: October 1, 2013 through September 30, 2015 (Since the Justice Assistance Grant program follows a federal budget schedule, grant announcements are typically made in May of each year and the application must typically be submitted sometime in June.) Background: The funding provides states and units of local governments with critical funding necessary to support a range of programs, including law enforcement equipment purchases. The County has received funding from the JAG Program on an annual basis since 2006. Reporting: The Sheriff’s Office Legal Assistant will be responsible for submitting quarterly financial and narrative reports. Once the purchases have been made, a final report will be submitted to close the grant.
