TITLE OF AGENDA ITEM:
Consideration and signature of Resolution #2014-107, transfer of appropriation in the Deschutes
County Behavioral Health Fund.

BACKGROUND AND POLICY IMPLICATIONS:
Consideration of Resolution #2014-107. The Personnel category in the Behavioral Health Fund will be
increased by $321,458 due to the addition of four Behavioral Health Specialist II positions (4.00 FTE).
A significant increase in OHP clients requires the need for additional staffing of both the access and
adult outpatient teams. This need was not anticipated when the FY 2015 original budget was adopted.
FISCAL IMPLICATIONS:
A transfer of appropriation from Contingency to Personnel for $321,458 is necessary.
RECOMMENDATION & ACTION REQUESTED:
Approval and signature of Resolution #2014-107.

WHEREAS, attached is a request from the Behavioral Health Department requesting a transfer
of appropriations, and
WHEREAS it is necessary to transfer appropriations within the Deschutes County Budget to
accommodate the request; now therefore,
BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF DESCHUTES
COUNTY, OREGON, as follows:

I Attached you will find an appropriation transfer requesting an increase in fte for FY 15. This appropriation transfer adds
4.0 fte of Behavioral Health Specialist II's to our access and adult outpatient teams. The need for this fte is related to the
increased number of OHP clients resulting from Medicaid Expansion.
The fte was originally requested on March 19,2014 and added to our FY 14 budget. This appropriation transfer adds the
fte to our FY 15 budget.
Authorization numbers used in FY 14 are as follows:

Number 95 MAT
