Present were Commissioners Tammy Baney, Anthony DeBone and Alan Unger.
Also present were Tom Anderson, County Administrator; Erik Kropp, Deputy
County Administrator; David Doyle and Laurie Craghead, County Counsel;
Cynthia Smidt, Community Development; Sunriver Service District Board Chair
Debbie Baker; and one other citizen. Minutes were taken by Robin Edwards.
Chair Baney opened the meeting at 10:10 a.m.

Vicki Kipp: I am a friend of Dan Reesor. I am the one behind the public
campaign. I want to thank everyone for the decision that was made last week. I
know you can’t speak specifically about it. I understand it was an anomaly and
was a learning curve, and was very challenging for everyone. Dan got the news
while he was in chemo.

There was a fundraiser by the Bend Police Dept. at the Fall Festival that went
well. Even though he didn’t feel well, Dan was there. This changed his outlook
about his chances for living. Again I want to say thank you very much.
Tammy: I want to say that the family, friends and love that are behind someone
when they have a struggle is powerful. I appreciated hearing from individuals
caring for someone.
3. Before the Board was Consideration of Second Reading by Title Only, and
Adoption of Ordinance No. 2014-020, Allowing a Cell Tower as a
Conditional Use in the Sunriver Community General Zone.
Cynthia Smidt: On 9/24/14 there was a public hearing. We did a first reading of
Ordinance No. 2014-020 amending Deschutes County code for the Sunriver
urban unincorporated community to permit wireless telecommunication
facilities in the Sunriver Community general district. It’s been more than
thirteen days so we’re here to do a second reading. There is no new
information or changes.
Alan commented that it allows for cell towers to be considered and applied for
but not approved, so we’re moving forward with a stepped process. Cynthia
confirmed that it would be effective in 90 days.

7. Before the Board was Consideration of Board Signature of Document No.
2014-449, an Amendment to Sunriver Service District Management
Agreement No. 2014-147.
Dave Doyle, County Counsel: A few months ago, the management board
contacted myself and Tom Anderson and wanted to see changes made to the
management agreement. They vetted those with the Sunriver Owners’
Association, and after meeting them, Tom and I agreed that those amendments
were in order. The document before you includes those:
1. Paragraph 6: last sentence has been omitted. It had stated that it was required
to obtain written approval from the association prior to hiring an
administrator.
2. Paragraph 7, C3: new language was added at the last sentence, in regard to
the requirement to obtain a reasonable cost valuation on any types of
agreements between the management district and the homeowner’s
association.
3. The last sentence was deleted, which said the bylaws had to be approved by
the association.
4. 7F: removed the requirement for the Homeowners’ Association to approve
the budget.
5. Amending 7K: omitted that the managing board of the district had to make
contact with the governing body whenever there had been a media contact.

6. Amending Section 21: added the last clause of Sunriver Owners’
Association requiring them to sign off on amendments.
7. Deleted the requirement of the governing body to be a party to all
intergovernmental agreements, even those for operations.
8. Omitted having the governing body included in union negotiations and/or
requiring the governing body to ratify any union contracts.
Debbie Baker, SSD Board Chair: I don’t have any additions. This is mostly
cleanup, needed modifications, and I welcome any questions on the changing
provisions.
Tony: I would observe that it’s a maturing of the organizations, and a little
more independence of the owners’ association as opposed to the s ervice district.
Debbie: The owners’ association had the fire and police departments, so the
whole transition into a separate service district - which is governed by ORS,
whereas the owners’ association is not - is an evolution.

8. Before the Board was Consideration of Board Signature of Document No.
2014-537, an Intergovernmental Agreement between 911 and the Jefferson
County Sheriff, Enabling Jefferson County to Utilize the Deschutes County
Citizens Emergency Notification System.
Tom: This agreement between the 911 District and Jefferson County
formalizes what we’ve been doing for awhile. With the reverse 911 system, 911
is utilized to notify certain geographic portions of the county, evacuations or
other emergencies where that needs to get out in a rapid fashion.
Part of the area that 911 covers is in Jefferson Co. - some of the fire districts. In
order to have a full database of contacts, we need to acquire all of Jefferson Co.
We are making our emergency notification system available to Jefferson Co. for
them to utilize. They will pay required setup costs. There is no additional
charge to us.

We have a limit on how much we can use that system in a year. If their
utilization of the system puts us over the limit, Jefferson Co. is agreeing to
make us whole.
Alan commented that he spoke yesterday with the Superintendent of the Deer
Ridge Prison about this issue. If they had this system to utilize, the prison
would’ve been able to use it when they had an escapee.

Tammy asked Tom what the "high-ticket" items were. Tom said they included
road paving materials for $119,000, and payments to Court for foreclosures; tax
disbursements to school districts made up the highest portion.

Being no other items brought before the Board, the meeting adjourned at 10:35
a.m.
