Also present were Tom Anderson, County Administrator; Erik Kropp, Deputy County Administrator; David Doyle County Counsel; George Kolb, Road Department; Judith Ure, Management Analyst; and three other citizens. Chair Baney opened the meeting at 10:05 a.m. __________________________ 1. PLEDGE OF ALLEGIANCE The meeting was held in the Allen Room, with no flags present, so the Pledge of Allegiance was not recited. 2. CITIZEN INPUT None was offered. Before the Board was a Public Hearing, and Consideration of Board Signature of Order No. 2014-022, Completing the Legalization Procedure for a Portion of Neff Road. Chair Baney opened the public hearing. George Kolb noted this Order is the final step in the legalization procedure for a portion of Neff Road relating to the construction of a roundabout at the intersection of Powell Butte Highway, Neff Road and Alfalfa Market Road. Mr. Kolb reported a consultant has been selected to start the design process, and the hope is to start this project next spring. He stated this procedure would define the center of Neff Road. Notices were sent out to the affected four property owners and no comments have been received. Commissioner DeBone asked for clarification on the property owners’ response. Mr. Kolb explained that certified letters were delivered to the property owners and the certified receipts were received back at his department. Kara Kirkpatrick, property owner, was in attendance and was invited to give comment. She approached the Commissioners asking how wide the road would be and how would it affect their property. Mr. Kolb explained it would be decided during the design period and stated the property owners would be involved in the process. Chair Baney closed the public hearing with no other public comment offered. Commissioner DeBone explained the purpose of the Order is to define the existing center line of a paved road since the center line wasn’t historically accurate. DEBONE: Move Board signature of Order No. 2014-022 BANEY: Second. VOTE: DEBONE: Yes BANEY: Chair votes yes UNGER: Absent, but submitted a notice of support in writing. 4. Before the Board was Consideration of a Request for a Discretionary Grant in the Amount of $1,500 for a Bend 2030 Housing Affordability Forum. Judith Ure, Management Analyst, presented the request from Bend 2030 for a discretionary grant in the amount of $1 ,500. The funding is being requested to support a public forum on housing affordability and an online survey to gather feedback from the community. The forum will be held on October 30, 2014. Discussion was held on the housing crisis and recent conversations on this topic by community organizations. DEBONE: Move approval of support in the amount of $500.00. BANEY: Second, in support in the amount of$500.00. UNGER: Absent, but submitted notice of support of $500.00. VOTE: DEBONE: Yes BANEY: Chair votes yes The total is $1,500 with one-third comingfrom each Commissioner's allotment. 5.
