ORGANIZATION DESCRIPTION: Bend 2030 Vision is a non-profit organization with a mission to engage and empower the community to make the Vision a reality. The visioning process began in 2005, with one in eight citizens participating, resulting in an extensive vision encompassing goals and ideas that were turned into an action plan around ·six Focus Areas: Well-Planned City, Safe, Healthy People, Vibrant Economy, Creative, Learning Culture, Quality Environment, and Strong Community. Bend 2030 is led by a volunteer board of directors and employs one part-time staff member. The organization is financially supported by the Bend 2030 Leadership Alliance· and engages the community in moving the Vision forward. About 75% of the Vision is either completed or underway, with the help of Lead Partners, such as Deschutes County, the City of Bend, Bend Park and Recreation District, and other local agencies and organizations. Bend 2030 Leadership Alliance members, 2014: Bend Broadband, Bend Park and Recreation District, Brooks Resources, Central Oregon Community College, City of Bend, Deschutes Brewery, OSU-Cascades, st. Charles Health System, U.S. Bank, Northwest CrOSSing/The Garner Group/Sunwest Builders. 2. PROPOSED ACTIVITY: After a successful public forum (The SuperForum) in Janu ary 2014 on the outlook of Bend's future, featuring Governor Kitzhaber and Cylvia Hayes, Bend 2030 started to look for other opportunities to engage the community in the Vision and to bring the community together to discuss some of the most important issues facing our community today. At the encouragement of the Leadership Alliance, Bend 2030 decided to focus first on these three critical issues: 1) housing affordability; 2) transportation; and 3) higher education. As a result, we are starting by hosting a public forum on housing affordability, as well as an online survey that to date has been taken by over 600 community members. We provide a neutral, apolitical platform, and by gathering the feedback from the community, we will be able to deliver a powerful message to the community's key stakeholders and decision makers as to what our community is most concerned about and what solutions they might be willing to accept. The Housing Affordability Forum will be held at the Bend Senior Center on Bend's eastside and will feature interactive activities, finding facts about the current housing situation and the survey results, hearing real-life stories and discussing some potential solutions, along with making suggestions and sharing new ideas. www.bend2030.org-P.O.Bo)( 431, Bend, Oregon 97709 Betsy Warriner, CHAIR Volunteer Connect Erin Foote Marlowe, VICE CHAIR F Street Solutions Scott Aycock, TREASURER CO Intergovernmental Council Jeff Swonson, SECRETARY Jodie Barram, PAST CHAIR Bend Mayor Pro Tem Andy Anderson Retired Anne Aurand, EX OFFICIO City oj Bend Robin Gyorgyfalvy Deschutes National Forest Brian Harrington City oj Bend RJJohnson BLRB Architects Vic Martinez Chamber oj Commerce Board MIkeR/ley The Environmental Center Liz Rink D.E. Ruth Williamson Ruth Williamson Coaching Steven Ames, BOARD ADVISOR Steven Ames Planning BEND vision builds We have an online survey on housing going on currently until November 2, and to date, over 600 people have participated. We have promised, as an incentive, to enter completed surveys in a drawing for gas cards, as we feel that nearly everyone can use some extra help with their transportation costs, especially the workforce that makes up a large portion of the survey takers. 3. TIMELlNE: The project is in full progress, with the Forum Committee making final adjustments to the program. The survey will continue online until November 2. The event will be held at 6 -8:30 PM on October 30th • Follow-up of the survey and the event will be ongoing for a while (see below). 4. IMPACT: After the Forum and survey closure, Bend 2030 will review the results, analyze and summarize them, and deliver them to the City Council on December 17th, as well as to other key stakeholders (such as Deschutes County) and partners involved in our area housing. The results so far are sobering and significant, and the City, County, and other agencies and organizations will be able to use them in their decision-making, planning, budgeting, and fundraising. As the issue of housing is extremely critical at the moment, any progress by hearing out the community and using their collective wisdom in decision-making is bound to have a great impact. 5. BENEFITING GROUPS: Although Bend 2030 Vision, by design, is more focused on the Bend area, the issue of housing affordability touches citizens beyond our city limits, and we are welcoming their feedback. The survey demographics (with over 600 participants so far) show that we are reaching a population all around the city of Bend, and beyond. Of the survey participants so far, 22% live in NE Bend, 16% in SE Bend, 37% in NW Bend, 13% in SW Bend, and 12% outside of Bend City limits. Many of the respondents have noted having to move to Redmond because they could not find housing in Bend. We have also reached out to Bethlehem Inn, Shepherd's House, and the Hispanic Community to encourage them to take the survey. The respondents so far range in ages from 18 to over 75, with the largest group found between 35-44 years. The largest income group is found between $25,000 and $49,999 annually, and the largest work status group is full-time workers. Bend 2030 has worked hard to be more inclusive and we are encouraged to see that the eastside population is becoming more engaged in this conversation and also that we are able to touch a wide range of economic levels. We are expecting this same type of population representation to be present at the event on October 30th • www.bend2030.org -P.O.
