BACKGROUND AND POLICY IMPLICATIONS:
The State Department of Education provides a small amount of annual funding to the County for
Juvenile Crime Prevention and other youth services through Intergovernmental Agreement (IGA)
#9884. The State announced and is providing a small additional sum through this IGA as a pass-through
to the Redmond Commuity Leaming Center -commuity schools project.
FISCAL IMPLICATIONS:
Amendment provides $7,318.34 in funding to support before, during and after school enrichment and
enhancement for youth requiring additional academic or social services in order to perform optimally
academically.

Type of Document: Intergovernmental Agreement Amendment #2 (Deschutes County
Document #2014-574, amending IGA #9884)
Goods and/or Services: This agreement provides a small amount of new funding
associated with the existing IGA #9984 between September 1, 2014 and June 30, 2015.
The additional funding was announced in early October 2014 and will support the
Redmond School District Community Schools program. Funds will pass through the
juvnenile department directly to the Community Schools program.
Background & History: The Oregon Department of Education took over
management of the above funding streams from the former Commission on Children
and Families in July 2013. The Early Learning team of the Behavioral Health
department managed this IGA for its first fiscal year. During FY1314, the state shifted its
funding priorities and mechanisms for these streams of funding. The juvenile and
behavioral health departments agreed to shift management of this IGA to the juvenile
department based on the changes at the state level. The state announced additional
fundign specific to Community Schools in October 2014 and the juvenile department will
work with the Redmond School District to meet the grant funding requirements, and
pass through funding to the Community Schools project after receipt of quarterly
reports.

LEGAL COUNSEL STATE OF OREGON
INTERGOVERNMENTAL CONTRACT FOR PROFESSIONAL SERVICES
AMENDMENT #2
This is Amendment No.2 to the 2013-2014 County Intergovernmental Agreement (Contract No. 9884)
(as amended from time to time, the "Contract") between the State of Oregon, acting by and through its
Oregon Department of Education Youth Develop Division ("Agency) and Deschutes County
("Contractor'). The Contract is dated as of July 1, 2013.
1. This Amendment shall be effective on the last date ("Effective Date) the Amendment has been signed
by every party and when required, approved in accordance with applicable laws, rules and
regulations, including any federal approval and approval for legal sufficiency by the State of Oregon,
Department of Justice, as required.
2. Section 1 of the Contract is hereby amended as follows with new language indicated by
underlining and [deleted language is indicated by brackets]:
A. Exhibit C to the Contract, "Award" is amended as set forth in Attachment A,
attached hereto and incorporated herein by this reference.
3. Except as expressly amended above, all other terms and conditions of original Contract are
still in full force and effect. Contractor certifies that the representations, warranties and
certifications contained in the original Contract are true and correct as of the effective date of
this Amendment and with the same effect as though made at the time of this Amendment.
CONTRACTOR, BY EXECUTION OF THIS AMENDMENT, HEREBY ACKNOWLEDGES
CONTRACTOR HAS READ THIS AMENDMENT, UNDERSTANDS IT, AND AGREES TO BE BOUND

EXPLANATION OF AWARD
The Award set forth above reflects the maximum amount of financial assistance that Agency will
provide to County under this Agreement in support of Activities or Services in each of the specified
Funding Areas and during the speCified periods. The CFDA (Catalog of Federal Domestic Assistance) Number
specifies the source of federal funds as follows: CFDA Number 93.667 specifies Title XX block grant funds,
CFDA Number 93.658 specifies Title IV-E Foster Care.
