Present were Commissioners Anthony DeBone and Alan Unger; Commissioner
Tammy Baney was out of the office. Also present were Tom Anderson, County
Administrator; David Doyle, County Counsel; Judith Ure, Administration; and
four other citizens.
Chair Baney opened the meeting at 10:05 a.m.

None was offered.
3. Before the Board was Consideration of Approval of Business Development
Loan Conversion for Consumer Cellular.
Judith Ure gave an overview of the item. Consumer Cellular was committed to
creating 200 jobs, far more than usually expected. They have created the jobs,
and sooner than anticipated.

Jon Stark of REDI and EDCO added that this was part of the decision-making
process for bringing Consumer Cellular to the area. They were competing
against another location, but using enterprise zone, other government funds and
this loan, were able to bring them to Redmond. They are one of the top 100
employers in the state and a fast-growing cellular company in the country.
Tiffany Smith, Nadine Crowder and Lindy Benningfield of Consumer Cellular
came before the Board. Ms. Smith said that they employed 245 people as of
June 2013 and they now have 520. Funding was used to expand the facility to
accommodate the employees, and to recruit and hire. This loan helped the
company make this decision rather than going to Phoenix, where they were
working on finalizing a lease. When T-Mobile left Redmond, there was a loss
of 350 jobs, Consumer Cellular was able to step in.
Mr. Anderson asked if some of the former T-Mobile employees joined their
company. Ms. Smith said there were about 100 as far as she knows.
Nadine Crowder said she has lived in Redmond much of her life. She worked
for T-Mobile and was very concerned when the company closed the site. She
was hired by Consumer Cellular and they have helped her to reach her personal
and professional goals. The company has a good reputation and people enjoy
working for them.
Lindy Benningfield stated that she appreciates the internal promotions and
community involvement of the company and its employees.
Commissioner Unger said that T-Mobile stated that they expected people to
stay for about three years on these jobs. Ms. Smith replied that there are shift
opportunities for students who are working on a degree, and have a supervisor
training program for those who want to move up. There are those who will stay
long term. Overall the company has good tenure, and people can have a career.
Mr. Stark stated that they have helped to increase the skills of their employees.
The workforce has been able to move into other opportunities. They encourage
education and advancement.
Commissioner Unger stated that they had a REDI meeting in Redmond today,
focusing on students becoming more computer literate. He appreciates those
who support REDI, and this is a good example of their work. Ms. Smith is on
the REDI board.

Commissioner DeBone said this is the idea behind this loan program, which has
been very successful.
UNGER: Authorize County Administrator to convert the $50,000 loan to a
grant.
DEBONE: Second.

7. Before the Board was Consideration of Approval of Weekly Accounts
Payable Vouchers for Deschutes County in the Amount of $1,391,534.70.
UNGER: Move approval, subject to review.

VOTE: UNGER: Yes.

8. ADDITIONS TO THE AGENDA
A. Before the Board was a Public Hearing and Consideration of Board
Approval and Signature of Document No. 2014-584, Certificate of
Approval of Bonds Issued by the Central Oregon Regional Housing
Authority.
David Doyle gave an overview of the item, which will help the housing
situation in Redmond, to improve fifty units of affordable housing. This
action is necessary so they can proceed with a bond issuance. There is no
financial obligation of the County.
Vice Chair DeBone opened the public hearing.
Commissioner Unger stated he is on the hospital authority board, and
thought the County was more involved. He asked how this compares.
Mr. Doyle stated this is different by statute and per IRS code. The
Housing Authority has the ability to bond, but they are appointed by the
Board so a hearing is required. The bonding authority is between the
Housing Authority and the lender. It is a formality. The Housing
Authority had a hearing also, but this additional step is necessary.
Tom Anderson added that St. Charles is not a public entity, but the
Housing Authority is.
Commissioner Unger stated that the Housing Authority here has been a
model for others around the state.
Being no further discussion, Vice Chair DeBone closed the hearing.

Being no other items brought before the Board, the meeting adjourned at
10:25 a.m.
