Present were Commissioners Tammy Baney, Anthony DeBone and Alan Unger.
Also present were Tom Anderson, County Administrator; Erik Kropp, Deputy
County Administrator; David Doyle, Darryl Nakahira and Laurie Craghead,
County Counsel; Chris Doty and Tom Shamberger, Road Department; Paul
Blikstad, Community Development; and three other citizens.
Chair Baney opened the meeting at 10:00 a.m.

3. Before the Board was Consideration of Signature of Resolution No. 2014-
133, the Road Department Snow and Ice Plan Adoption.
Chris Doty gave an overview of the Plan, which has not been revised since
2001. It is a fluid document that can change over time as needed.

Commissioner DeBone hopes that the public will look at the document, which
explains the options available when there are big snow events. Chair Baney
feels it is a good communications tool for the public, and helps to address
expectations.

4. Before the Board was Consideration of Board Signature of Order No. 2014-
035, Accepting Petition and Setting a Hearing Date for Annexation of
Property (Skvorak and Bowers) into the Redmond Fire & Rescue District.
Laurie Craghead explained the item, and all background approvals are in place.
These are usually initiated by the property owner, although the District can also
do so. The only decision of the Board is whether the property can be served, but
it needs to be approved by the District first. The hearing would be set for
December 29, 2014.

5. Before the Board was Consideration of Board Signature of Order No.
2014-032, Accepting Petition and Setting a Hearing Date for Annexation of
Property (Perry Family Oregon Trust) into Deschutes County Rural Fire
Protection District #2.
Ms. Craghead stated that this Order and the following two Orders were initiated
by one property owner, so there is just one hearing notice for all three so
streamline the process and the cost. The hearings will be December 15, 2014.

Protection District #2.

8. Before the Board was Consideration of Board Signature of Order No.
2014-036, Whether to Hear an Appeal of the Hearings Officer’s Decision
on a Zero Lot Line Subdivision (Arrowood).
Paul Blikstad provided an overview of the Order. Some residents have
appealed the application and Hearings Officer’s decision; and there has been a
request for reconsideration from the applicant. The appeal happens next, which
decides what standards apply. The original master plan standards were set in
1983. Staff feels the resort community zone does apply, and allowed this
project. The testimony was not so much against this project, but similar
development in other parts of Widgi Creek. The Hearings Officer approved
this, and staff feels the decision was comprehensive and complete.

Chair Baney stated she read the decision and feels that if there is an appeal, it
should go to LUBA to expedite the process. Commissioners DeBone and
Unger agreed.
