Present were Commissioners Tammy Baney, Anthony DeBone and Alan Unger.
Also present were Tom Anderson, County Administrator; John Laherty and Laurie
Craghead, County Counsel; Nick Lelack, Community Development; and two other
citizens.
Chair Baney opened the meeting at 10:00 a.m.

None was offered.
3. Before the Board was a Continuance of a Hearing (Written Record) on the
Annexation of Property into Deschutes Rural Fire Protection District No. 2
(Goebel-Perry; Goebel-Stephenson and Goebel, Owners), and
Consideration of Board Signature of Orders No. 2014-039, 040 and 041,
Approving the Annexations.

Laurie Craghead asked that these be continued, since there are discrepancies
regarding the mapping with the Department of Revenue. The hearing for the
written record was continued to January 5, 2014.
4. Before the Board was a Continuance of a Hearing (carried over from
December 15) on the Annexation of Property into La Pine Rural Fire
Protection District and Four Rivers Vector Control District, and
Consideration of Board Signature of Orders No. 2014-042 and 043,
Approving the Annexations.
John Laherty gave a brief overview of the item. The Districts have approved
the requests for annexation and the Department of Revenue has as well. The
maps, Exhibit B per the Department of Revenue, have been replaced.
Chair Baney asked for testimony. Being none offered, the hearing was closed.
UNGER: Move Board signature of the two Orders, as amended per Exhibit B.

5. Before the Board was a Continuance of a Hearing (from December 15) on
the Skvorak/Bowers Annexation into Redmond Fire & Rescue District, and
Consideration of Board Signature of Order No. 2014-044, Approving the
Annexation.
Mr. Laherty provided an overview, explaining that the map is yet to be
approved by the Department of Revenue. The District has approved the
application and it is consistent with statewide planning goals. He requested that
the written record remain open and the issue readdressed on January 5.
6. Before the Board was Consideration of Second Reading by Title Only, and
Adoption of Ordinances No. 2014-027 and 2014-028, a Plan and Zone
Change for Property at Deschutes Junction, from EFU to RI (previous
Piping Company location).

Ms. Craghead said there have been no changes and no input on these
Ordinances since the first readings.

$62,581.80 (two weeks).

21. Before the Board was Consideration of Approval of Weekly Accounts
Payable Vouchers for Deschutes County of $1,772.44.62 (two weeks).
Tom Anderson said that part of the expenditures were for finalizing the
stormwater system improvement in La Pine, and the north County campus
facility.
UNGER: Move approval, subject to review.

22. ADDITIONS TO THE AGENDA
Nick Lelack presented Order 2014-046, regarding initiating review of an
administrative decision, File No. 247-14-000401-MC (Shepherd). This is a
time sensitive matter, and has to do with a modification of the wildlife
management plan of the Shepherd property.
This proposes to wholly replace the current wildlife management plan with a
new one. Paul Dewey of Central Oregon Landwatch indicated as of last night
that they will appeal, hoping to clarify the changes. This would be a de novo
hearing. If the Board does not do this, it would go to a hearings officer.
Mr. Lelack stated that the appeal period is twelve days , and due to the holidays
and scheduling conflicts, this is being brought to the Board this morning for
action.
Ms. Craghead clarified that it was not on the agenda because no one had
indicated there would be an appeal until last night.
