setting date for public hearing for annexation into Redmond Fire & Rescue District by David A.

BACKGROUND AND POLICY IMPLICATIONS:
On December 29,2014 a Public Hearing was scheduled before the Board on the Petition of David A.
Skvorak and Lisa M. Bowers to annex petitioners' property located at 10325 NW Coyner A venue,
Redmond, OR into Redmond Fire & Rescue District. On December 29,2014 Assistant Legal Counsel
John E. Laherty requested that the Board hold the written record open until January 5, 2015, to allow
him time to work with the Oregon Department of Revenue (DOR) to resolve issues raised by DOR
concerning the maps and legal descriptions submitted with the Petition. Those issues have not yet been
resolved.
Therefore, the Board will be asked to continue this hearing until January 5, 2015 to allow more time for
revised maps andlor legal descriptions to be submitted by the property owners.
FISCAL IMPLICATIONS:
The County provides all staff costs for all special district formations and boundary changes. For district
formations and other boundary changes that are approved, the County invoices the district for the
publication costs. For those that are not approved, the County invoices the chief petitioners.
RECOMMENDATION & ACTION REQUESTED:
Motion: Move to hold the written record open for the above Order to January 5, 2015.

Commissioners,
Redmond Fire & Rescue received an annexation request from David A. Skvorak and Lisa
Bowers for their property located at 10325 NW Coyner Avenue. The property is contiguous to
Redmond Fire & Rescue's Fire District and within our Ambulance Service Area.
The annexation request meets the requirements set forth in Redmond Fire & Rescue's annexation
policy. The request includes the following tax lots:

NOTICE OF PUBLIC HEARING
BY THE BOARD OF COUNTY COMMISSIONERS
OF DESCHUTES COUNTY, OREGON
On December 29,2014, at 10:00 a.m., the Deschutes County Board of Commissioners will hold
a public hearing to consider a petition for annexation of cettain property owned by David A.
Skvorak and Lisa M. Bowers into the Redmond Fire & Rescue District. This hearing will be
held in the Board of County Commissioners' Hearing Room, First Floor, 1300 N W Wall Street,
Bend, Oregon. All interested persons may appear and be heard.
The property Petitioner proposes to annex is a parcel of land situated in the Northcast Quarter
and South Half of Section 21 and also in Section 28, Township 14 South, Range 12 East,
Willamette Meridian, Deschutes County, OR, commonly known as10325 NW Coyner Avenue,
Redmond, OR. To view a map and legal description of the boundaries of thc proposed
annexation, contact the Deschutes Legal Counsel's Office at 541-388-6624. The purpose of the
proposed annexation is to provide fire and emergency medical services to the propcrty proposed
for annexation.
Deschutes County conducts public meetings in locations which are wheelchair accessible.
Deschutes County also provides reasonable accommodations for persons with disabilities. For
persons who are deaf, or who have hearing or speech impainnents, dial 7-1-1 to access the State
transfer relay service for TTY. At meetings of the Board of County Commissioners the county
will provide an interpreter for hearing impaired persons who give at least 48 hours notice of the
request. Written information will be made available in large print or audio fOlmat. To request
these services, please call (541) 388-6571.
