TITLE OF AGENDA ITEM:
Consideration of Board Signature of Order No. 2014-045, declaring certain Deschutes County
personal property surplus and authorizing disposal per Deschutes County Code 2.37.110.

BACKGROUND AND POLICY IMPLICATIONS:
Deschutes County Code section 2.37.110 outlines procedures for disposal of surplus property.
The Road Department typically utilizes online auction websites to dispose of equipment which
has exceeded its functional life for the Department's specific needs. Equipment which may be
useful to other local agencies can be made available for transfer or sale directly to that agency
per DCC 2.37.110(a).
Via the Central Oregon Public Works Partnership, the City of Sisters has indicated a need for the
Road Department's surplus crack seal machine and broom. Upon declaration as surplus, the
Road Department will initiate transfer of the equipment (#4-84, # 1-123) identified in Exhibit A
to the City of Sisters.
Exhibit A also declares surplus of an additional broom (#7-80) previously loaned to the USFS.
FISCAL IMPLICATIONS:
In exchange for transfer of the noted equipment identified in Exhibit A, the City of Sisters will
provide snow plow services on sections of County roadway adjacent to the City limits in which
their proximity and street connectivity provide for more efficient service delivery. The City's
snow plow rates will be debited against the salvage/market value of the equipment as estimated
by staff.
RECOMMENDATION AND ACTION REOUESTED:
Approval, with suggested motion: "I move to authorize Board signature of Order 2014-045."

WHEREAS, certain personal property described in Exhibit A, attached here to and by this reference
incorporated herein, is no longer needed for public use by the County; and
WHEREAS, it is necessary to dispose of this surplus personal property; and
WHEREAS, County Code provides that the method of disposal of surplus property should be that which
is in the best interest of the County, considering such factors as the costs of sale, administrative costs, and public
benefits to the County; and
WHEREAS, County Code allows for disposal of surplus property via transfer or sale to another County
department or public agency, therefore,
THE BOARD OF COUNTY COMMISSIONERS OF DESCHUTES COUNTY, OREGON, HEREBY
ORDERS as follows:
Section 1. The Deschutes County Road Department Director, or his designee, is hereby authorized and
directed to dispose of the personal property described in Exhibit A to this order via transfer or sale to another
County department or public agency.
Section 2. The Director of the Road Department is authorized on behalf of the County to execute any
and all documents necessary to complete the transfer of any personal property in accordance with this order.
