TITLE OF AGENDA ITEM:
Consideration and signature of Resolution #2012-001, transfer of appropriations in the Deschutes
County 911 County Service District.

BACKGROUND AND POLICY IMPLICATIONS:
Consideration of Resolution #2012-001. The FY 2012 budget included an additional payment to
Deschutes County to be used for debt service. It has since been determined that the additional payment
is not necessary therefore; $30,000 of Materials & Service appropriation will be transferred to
Contingency.
FISCAL IMPLICATIONS:
A transfer of appropriation from Materials & Services to Contingency for $30,000 is required.
RECOMMENDATION & ACTION REQUESTED:
Approval and signature of Resolution #2012-001.

A Resolution Transferring Appropriations *
Within the Various Funds of the 2011-12 RESOLUTION NO. 2012-001 * Deschutes County 911 County Service *
District Budget and Directing Entries *
WHEREAS, attached is an e-mail from the 911 Public Safety Systems Manager requesting a
transfer of appropriations, and
WHEREAS it is necessary to transfer appropriations within the Deschutes County 911 County
Service District Budget to accommodate the request; now therefore,
BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF DESCHUTES
COUNTY, OREGON, ACTING AS THE GOVERNING BODY OF THE DESCHUTES COUNTY
911 COUNTY SERVICE DISTRICT as follows:
Section 1. That the following transfers of appropriations be made:
FROM: 705-7500-429.79-42 Deschutes County 911 County Service District,
Payment to Deschutes County $ 30,000
TO: 705-7500-501.97-01 Deschutes County 911 County Service District,
Contingency $ 30,000
Section 2. That the Finance Director make the appropriate entries in the Deschutes County
Budget document to show the above appropriations.

In preparation of the FY 2011-12 budget I placed an additional $30,000 in the line item for debt service hoping to use
some surplus revenue to pay down some additional debt on the building. I ultimately learned that the debt service
payments could only be paid according to schedule and that the District would be better off transferring the funds back
into its contingency fund. At this time I would like to request that we transfer the amount of $30,000 from fund 705
7500-429.79-42 (payment to Deschutes County) to fund 705-7500-501.97-01 (contengency) please see spreadsheet
attached.
I would further request that the finance department prepare the budget resolution and agenda request.

In order to have a better year to year comparison of the budgets (FY 2012 with FY 2013), it is a good idea to transfer t'he
$30,000 appropriation, which was to be used for an additional payment to the County, back to the Contingency. I've
attached an Excel file showing the details of this transfer. Please review and amend as necessary.

Then, please send an email to Marty Wynne (attach the Excel file), asking Finance to prepare a resolution for the
appropriation transfer. Contact me with any questions.
