SUBJECT: Grant application for Tumalo Trail
Deschutes County, along with Oregon State Parks, is submitting a grant application to the
state's Regional Trails Program (RTP) to construct a trail linking the unincorporated community
of Tumalo to Tumalo State Park. The trail will be on the west bank of the Deschutes River and
will cross underneath the existing US 20 bridge. Deschutes County will contribute
approximately $24,000 of in-kind services and Oregon State Parks will provide approximately
$39,000 of in-kind services. The amount requested from the grant program is $145,000. The
combination of in-kind services and the requested amount totals $208,000. (Please see
attached Jan. 6,2012, cost estimate.)
The Tumalo Trail would be an 8-foot wide paved path for 0.5 miles between Riverview Avenue
in Tumalo and 0.8. Riley Road. The remaining approximately 0.64 miles to Tumalo State Park
will be a 4-foot gravel path.
Staff from Planning and the Road Department have worked cooperatively with staff from Bend
Parks and Recreation and Oregon State Parks to develop the application. We have several
letters of support from the Tumalo Community Association.
The trail is on Oregon State Parks land. State Parks will maintain the trail. The County will
need to go through its own land use process for a conditional use permit due to improvements
needed in the floodplain.
Either the Board or the County Administrator will need to provide a letter of authorization for the
grant application.

I have come up with a cost estimate for the Tumalo Trail based on the revised plan that we discussed with Steve
Jorgensen, Planning Manager with Bend Park & Recreation. This cost estimate covers an 8 foot paved path
from O.B. Riley Road to Riverview Ave. in Tumalo (.5 miles) and also a 4 foot gravel path from Tumalo State
Park to the paved path (.64 miles). The cost is as follows:
