Also present was Timm Schimke, Solid Waste; David Inbody, Administration; and three other citizens. Erik Kropp noted that Commissioner Baney was in Salem attending a meeting with FEMA representatives regarding wildfire program grant funding issues; and that so far she felt it was going well. Chair DeBone opened the meeting at 10:00 a.m. 1. PLEDGE OF ALLEGIANCE 2. CITIZEN INPUT Gwenn Wysling, representing the Bethlehem Inn, said she is working with Susan Ross (County Property & Facilities) on several projects at the Bethlehem Inn, including some potential roof damage from weather and damage from a small fire in a unit’s bathroom. They are very grateful for the quick response from the County. The need for these rooms is very high right now, and they appreciate the attention they have gotten. Commissioner Unger said he is pleased the County and Bethlehem Inn are able to work well together, especially in light of the tremendous need for this type of housing in the area. Before the Board was Consideration of Chair Signature of Document No. 2012-045, a Notice of Intent to Award Contract for Printing Services . Dave Inbody gave a brief overview of the item. Four years ago a bid process occurred and a contract was put in place to procure printing services for continuity and cost savings. This process recently occurred again with the help of eight departments, and they identified Sagebrush Printing as the winning bidder. This vendor, who had the previous contract, was the most competitive and actually reduced the cost of some items already being provided by them. Before the Board was Consideration of Chair Signature of Document No. 2012-036, an Intergovernmental Agreement with the Oregon Department of Environmental Quality, to Assist in the Removal of Unneeded Hazardous Chemicals from School Laboratories. Timm Schimke explained the request from DEQ to assist with removing unneeded toxic chemicals from school laboratories; and discussions are taking place regarding using other chemicals that are less toxic but that serve the same purposes. There will be approximately $10,000 of disposal costs involved, but the County already accepts these types of materials from individuals at no cost. They are also working with the high schools in other counties to provide the same help. In addressing toxic material in the waste stream, annual events are held to accept this material. The DEQ wants larger communities to be able to accept this type of material at all times. A grant was received to cover part of these costs. Chair DeBone asked if any of the material will be transported out of the area. Mr. Schimke said that household quantities of these materials are usually not a problem in the landfill as constructed, but it is preferred that the material goes elsewhere if the opportunity is there. Approval of Minutes: Board Meetings of January 18, 2012 Work Session of January 19, 2012 CONVENED AS THE GOVERNING BODY OF THE 9-1-1 COUNTY SERVICE DISTRICT 15. Before the Board was Consideration of Approval of Weekly Accounts Payable Vouchers for the 9-1-1 County Service District in the Amount of $195,542.46. UNGER: Move approval, subject to review. DEBONE: Second. VOTE: UNGER: Yes. DEBONE: Chair votes yes. CONVENED AS THE GOVERNING BODY OF THE EXTENSION AND 4-H COUNTY SERVICE DISTRICT 16. Before the Board was Consideration of Signature of Letters regarding the Extension/4-H County Service District Advisory Council: Thanking Rosalinda Corning, Tina Huhman, Bonnie Koenig and Joseph Lymp for their Service on the Council; Reappointing Mike Scholerman to the Council, through December 31, 2014; and Appointing David Creach through December 31, 2012, and Joe Cross through December 31, 2013. ADDITIONS TO mE AGENDA Erik Kropp said that as part of the Title III P.L. 110-343 funding through the Secure Rural Schools Act, the federal government requires certification of expenditures of grant funds, this time for 2010, through an annual letter from the Board Chair.
