Consideration and signature of Resolution #2012-013 transfer of appropriation in the Community
Justice-Juvenile Fund.

BACKGROUND AND POLICY IMPLICATIONS:
Consideration of Resolution #2012-0l3. Upon direction from the Information Technology Department,
the Community Justice-Juvenile Department will replace all Accuterm programs, as the current
programs will no longer be supported. The new software will be used for tracking juvenile offender
payments, cognitive therapy groups and statistics related to juvenile cases. The Department will also
purchase two computers that will be used for digital fingerprinting as well as repair two detention
center floors.
FISCAL IMPLICATIONS:
A transfer of appropriation from Contingency to Materials & Service and Capital Outlay for $64,000 is
necessary.
RECOMMENDATION & ACTION REQUESTED:
Approval and signature of Resolution #2012-013.

Within the Various Funds of the 2011-2012 * RESOLUTION NO. 2012-013
Deschutes County Budget and Directing Entries *
WHEREAS, attached is an e-mail from the Community Justice-Juvenile Director requesting a
transfer of appropriations, and
WHEREAS it is necessary to transfer appropriations within the Deschutes County Budget to
accommodate the request; now therefore,
BE IT RESOL VED BY THE BOARD OF COUNTY COMMISSIONERS OF DESCHUTES
COUNTY, OREGON, as follows:
Section 1. That the following transfers of appropriations be made:

TO: 230-1600-423.61-71 Deschutes County Community Justice-Juvenile,

Section 2. That the Finance Director make the appropriate entries in the Deschutes County
Budget document to show the above appropriations.

Marty,
Ken has asked me to prepare the attached resolution for an appropriation transfer. The details are included on the
form, but in essence this is for some replacement flooring in detention, fingerprinting computers for detention and
upstairs, and to replace the accuterm program that we use due to the discontinuation of the program. Ken discussed
this with Erik a few months back. If you have any additional questions, please let me know.

A transfer of appropriation is required for the following reason and will be used for the following purpose:
A replacement of the Accuterm programs currently utilized by Juvenile Dept personnel are necessary as the IT department
will not be maintaining this application, and has instructed departments to seek alternative software to meet their needs. We
have collaborated with IT to contract with Lane County to proceed in this direction with software development necessary for
tracking juvenile offender payments, cognitive therapy groups and statistics related to juvenile cases.
The purchase of the two computers will allow us to move from out of date fingerprinting methods to digital fingerprinting, which
will greatly increase efficiency and accuracy of the fingerprinting process by eliminating duplicate fingerprinting for repeat
offenders or multiple cases. Feedback is given immediately on the quality of the print as well, eliminating cards being
rejected and being sent back for reprocessing.
Finally, the two detention floors are in need of repair and new flooring which will better benefit the youth as weI! as provide for
much needed sound control in the two areas.
